The cities code has prohibited owners from retaining them for a period exceeding 48 hours. All abandoned, wrecked, junked, dilapidated, non-functioning or unregistered vehicles, unless they maintain a junk dealer license.

The law did not apply any restriction on an auto that may be registered & still running but has an expired or otherwise sticker that is not valid. These citations are customarily given to land owners storing several junk vehicles on the premises. Citations for those violating the ordinance are $50 for the 1st offense, $100 for the 2nd, and $300 for the 3rd. It is unlikely that the Fire Dept. would be delivering citations those circumstances. Inspections are to instruct property owners and citations are a final resort. And it is not likely that the inspectors would be searching around the city for markers on simply a vehicle or two in a driveway.

To stay current those inspection stickers still need to be valid. The alteration is small but it is not the 1st time this year that the order has been issued. He was alleged to have threatened a woman in the Fire Dept’s inspection bureau about a case of scrap vehicles. NBC News 10 WHEC delivered two stories this week regarding NY motor vehicle inspectors as follows: “This week’s power outage effecting the DMV’s inspection system appears to be up and running again. The system began to come back online after frustrations were plentiful within auto shops & for auto owners. Many of those with expiring inspections were attempting to take care of business and were told they would need to return. At My-Tee Auto, his mechanics were unable to connect to the state’s inspection system.

The system is designed so that you cannot keep doing inspections and filing them with the state later on. They had to turn away customers. There were similar headaches over at East Ave. Auto. Apparently no one was able to get any answers from the Department of Motor Vehicles.  The main help line at the state was down, nobody could get through.  The DMV did call back to say the inspection system is administered by a third party named Opus. Finally at 5 pm, Opus felt that the problem had been corrected. People obviously depend on them for inspections of their cars, and they (in turn) then depend state’s system for process completion. According to the auto shops, this is not the 1st instance of this happening, yet was the lengthiest the system has been down. While the DMV thinks the issues have been repaired, it may be best to call ahead to make sure everything is going smoothly again. The full article is available here.

Governor Andrew Cuomo approved a new vehicle check during yearly state inspections. The Senate passed a rule requiring auto inspection sites to verify if a vehicle’s windows are tinted beyond 70% of the outside light threshold. They already are having some effect as automakers heighten incentives and sub-prime lenders watch their delinquency rates. In 2016, a record 32%, or nearly 1/3, of all vehicles involved in trade-ins at U.S. dealers belong in this category. When the consumers go to purchase a new vehicle they must add the deficit between their loan balance and the vehicle’s value to the price of the new vehicle they wish to buy.

The lowest the “underwater” percentage has been historically was near 14% in 2009, amid the Great Recession when credit was hard to obtain. Previously the high was 29% in 2006, when the housing market was in bad shape. The average new vehicle loan is for 68 months, according to Experian, which tracks this stuff. Sub-prime borrowers, those with lousy credit scores, are borrowing over an average of 72 months, or 6 years.

While those loans limit monthly payments, they also hurt the buyer’s equity, or amount of the loan principal paid off. Rather, it expands more slowly than the vehicle depreciates. If the car gets stolen, or wrecked, or you really want to buy a new car while you’re upside down then it is a problem. This happens as the average retail price of a new car is near an extraordinary high of about $34K. Some of this increase is spurred by consumers’ preferences for bigger, fully equipped pickups, SUVs and such. The result is they borrow more to get the car they want. The average new vehicle loan was $29,880 in the 2nd quarter of this year.

Leasing is now at record levels of more than 30 percent of all sales, has grown increasingly popular. Already, especially in segments such as compact and mid-sized vehicles, used car values are dropping as a wave of three year old vehicles are returned from lease. This uptick in supply is forcing down the amount dealers are enthusiastically willing to pay for these at auctions. The tariffs against China have hindered the U.S. auto recycling industry tremendously. China had been overproducing & flooding the market & steel prices were far down. China has begun imposing anti-dumping tariffs on various steel imports from the EU, Japan & South Korea, all of which has a domino effect on the American recycling industry. Although collectors who work directly with refiners believe they are receiving fair and accurate pricing, it is hard to know for sure. Jay Robie, CEO of Phoenix Group Metals & Phoenix Automotive Cores says there isn’t a secret method to gathering the correct information to succeed, but there are companies with solid reputations that are willing to play by the rules.

Of the three main metals in CC’s, platinum is usually the most valuable, with palladium nest. Newer CC’s often have higher amounts of it than platinum because of its lower material cost. Rhodium, a rare metal used as a hardening catalyst for platinum and palladium, is typically present also. Residents who put trash in these bins could see fines in their monthly CPS Energy bills. There was some outrage on social media.

About 45% of the department’s customers now have green cans for organics, and rollout for that program will be completed by mid-2017. In order to become more environmentally responsible, the city has set a goal of diverting about 60% of waste from landfills by 2025. This means increasing the amount of the items which can be recycled. Organic materials like grass and tree branches go into the green carts (you can also put cardboard boxes in there). Those organics are turned into mulch. Plastics, papers and others with the “recycle” emblem go in the blue cart. Trash that can’t go in the blue or green carts goes into the brown. Like your hypodermic needles, full bags of trash, dirty diapers etc. The people in charge of sorting recycling materials from the blue carts have found several shark heads and deer carcasses. The sorting crews are also pulling hundreds of lbs. of dirty diapers each hour from the recycling stream. About 23% of the recycling items are contaminated, and the city wants to be at less than 15%.

Waste-management workers have been trying to educate residents on which bin to use for these discarded items. Councilman Rey Saldaña says the city has taken the “carrot-and stick” approach in attempting to reduce recycling contamination — which both spoils loads of otherwise recyclable material & poses health hazards for the employees sorting the trash. The councilman says the issue isn’t relegated to a certain side of town — it seems to be occurring everywhere. Inspection teams have been working to identify problem carts & inform their owners. They will be getting a warning in the form of a hang-tag on the bins. Inspectors will then re-check whether the problem persists. If they’re repeatedly using their blue carts for improper items, then they will document the infraction — with pictures and a letter. Fines will be added on to monthly bills.

City leaders say they’re not targeting the customers who accidentally place the wrong kind of plastic in the carts. They’re going after the people who are dropping loads diapers, animals and other items that clearly are not recyclable. Some people have stated they won’t pay a fine for items that someone else may place in their bins after placed on the curbs. Tiffany Edmonds, a spokesperson for the waste department, suggests that people who are concerned that this may occur should put their trash out on the morning of their pickup. The $25 fines won’t generate much revenue for the department, Edmonds said. The fines cover the costs of sending out a garbage truck to pick up the contaminated loads.. The raid was part of an sting of regional salvage yards known at the time as “Operation Tin Man.” Authorities raided the salvage yards in 2013, charging some staff for allegedly trafficking in stolen property. Officers seized bank accounts and equipment from Hendrix, and law enforcement authorities alerted regional media outlets in advance so they could publicize the raids. Authorities later conducted a press conference to make criminal allegations against some Hendrix family members.” According to their attorneys, investigators got it wrong. No criminal charges were ever filed against owners Lyle or Ronnie Hendrix nor against any Hendrix Salvage Company employee. All of Hendrix’ seized equipment & accounts were ultimately brought back to the firm in 2014.

Through a unique system of conversions, Novomer delivers a polymer than can be constructed into a variety of recyclable materials including foam & plastic. Plastic-related manufacturing accounts for nearly 4% of the world’s oil use, according to an organization known as the British Plastic Federation. Ford says it hopes this new bio-plastic will help obtain the better long-term goals to minimize global warming set in the Paris climate agreement. The automaker uses various sustainable materials in its production. In North America, soy foam is already used in every Ford vehicle. As the economy of China has begun to slow, and less of its metal is being used domestically, there is a severe oversupply of China-produced metal. This is driving an increase of imported their aluminum into the US. According to the Aluminum Association’s data, U.S. imports of aluminum products from China grew 181% between 2012 and 2015. The Journal article states the value of total aluminum exports from China as having risen from $6.2B in 2006 to $23.8B in 2015. Any findings confirmed by the U.S. government would likely be forwarded to the World Trade Organization (WTO) to seek remedies. A Chinese embassy spokesperson said that WTO member nations, including China, should strictly abide by the rules, and use trade remedy measures in a prudent, restrained compliant way.

Despite a booming US auto industry & the stable construction sector, primary US aluminum production declined 7.2% in 2015 compared to the year before. The Wall Street Journal says aluminum production in China has gained 31% in 2015. A tide of used batteries has swept into northern Mexico as metal recyclers seek to profit from the country’s relatively lax controls on lead exposure in the workplace. Officials estimate that the number of batteries shipped to Mexico has grown by more than 400% lately. As many as one in five lead-acid batteries from U.S. vehicles end up in Mexican recycling plants. Mexico has sought to strengthen standards for lead exposure, but no plants have the costly pollution controls and worker-protection systems in place. In a typical waste stream, COD can range from 5,000 ppm (pts. per million) to 200,000 ppm, and in extreme cases up to 700,000 ppm. Bad odors are generally caused by the organic matter washed off vehicles. Algae growing in the pit & tanks and walls will further increase the problem.

The 1st stage for any reclaim system focuses on the cement pad and the pit. If the pad is designed with an adequately sized trench & pit, a good portion of the dirt will be captured & settled in this 1st stage. It is important to seal the concrete to prevent bacteria in the porous concrete. Regular cleaning of this part is essential. Many install traditional technology to treat water for reclaim or discharge. Examples would be: granular activated carbon filter (GAC), sand filters, and oil & water separators. GAC filters generally function by exposing the contaminated water to carbon particles which absorb pollutants. The downside to these systems is the high cost of filter replacement.

Oil/water and centrifugal separators may work well to separate floating oils & dirt by settling, but they do little to filter or eliminate anything else in the water. Since there is minimal filtration being accomplished, particles in the wash water can cause wear & tear on the pumps, motors, and clogging the nozzles. Catalytic oxidation is a combination of ultraviolet light & ozone, which is effective in oxidizing organics and eliminating odors. The greatest advantage with ultraviolet light systems is that they require minimal maintenance as opposed to other types of ozone generators.

Biological treatments, which use what is commonly referred to as “bacteria,” “bugs” or “enzymes,” combined with some form of aeration, are effective against odors and are safe providing they are oxidized, disinfected, or killed before re-using the water. This method takes more time, as the bacteria eat the organics. It isn’t recommended for sites with space restrictions as it requires another separate tank. A February 5, 2016 story on nbc4i.com titled ‘Multiple Franklin Co. scrap yards indicted after undercover investigation’ reported the following: “An undercover investigation into several scrap facilities has led to indictments by a Franklin County GJ on multiple charges, including corrupt activity & receiving stolen property. Franklin County Prosecutor Ron O’Brien says they conducted an undercover investigation of selling copper wire & railroad-related material to these businesses. The various scrap included wire composed of both copper and aluminum.

The businesses indicted are:

O’Brien says some of the facilities knowingly violated the law, which led to the indictments, including one that received (56) Veteran Grave Markers from a cemetery. Some of the markers had been destroyed and were not able to be returned. A to Z Recycling and its associates Lin Wang and Xiaodong Qu were indicted for a pattern of corrupt activity & possessing criminal tools. Union cemetery workers have replaced all the veteran flag staff markers they could identify. The recycling companies are due in court February 19th.

  • Shells for 2 liter bottles.
  • 7K+ pounds of shredded plastics

All of the items were reportedly clearly marked as property of those companies. O’Brien mentioned that theft of railroad materials & phone lines are crimes and also could create public safety hazards. He indicated that the scrap facilities that contributed to the theft will be brought to justice. The city prohibits them from purchasing certain items. In Ohio, there is a “Do Not Buy from Convicted Thieves” (DNBFCTL) list which has about 300K people on it. This advance will allow for the modernization and expediting of motor vehicle registration nationwide. Existing federal law requires odometer disclosures to be hand written, slowing the efficiency of all vehicle related transactions, including sales & registration. While a provision in the 2012 federal transportation bill called on the federal National Highway Traffic Safety Administration to implement new rules to allow for electronic odometer disclosures, the agency has yet to propose those rules.

Senator Steve Daines (R-Montana) authored language contained in the new highway bill that allows states to move forward with their own “e-odometer” programs. MVSC, a national provider of electronic vehicle registration technology, led the effort to include the provision in the Highway bill along with the National Auto Dealer Association and state auto dealer associations throughout the country. Other interesting aspects of the bill included the following from transportation.house.gov: “A restriction on driving privileges that limits the individual to operating only motor vehicles with an ignition interlock device installed, unless a special exception applies. Activity to develop methods to detect marijuana impaired driving. Activity to find devices capable of measuring marijuana levels in motor vehicle operators. In the January 28, 2016 edition of waste350.com Robert Carr authored an article titled ‘Contamination Continues to Hurt Recycling Efforts’ which informed us as follows: “US cities are examining methods to cut back, or even eliminate, recycling programs to save money. Experts say costs could be trimmed if residents were more responsible. Recycling costs are rising across the US. Also, there is less demand for recycled materials internationally & low oil prices lowered costs of making new material. One problem is too much garbage in with the recycling clogs sorting facilities & requires more labor to remove.

David Biderman, CEO @ Solid Waste Association of NA, says governments are evaluating recycling & making cuts to respond to the cost. Residents clog up the recycled waste stream with non-recyclables. Most Americans support recycling efforts, but what can or can’t be recycled puts the wrong materials in the stream. Processing facilities have a high amount of non-recycling waste, and it costs time to remove the materials and the rates get passed on to the cities. Curt Bucey, VP @ Strategic Materials, says municipalities have raised rates for the high costs to haul glass and it’s not being collected properly. Haulers were able to balance the glass costs with returns from materials such as cardboard, paper & plastics. China, a former big customer for cardboard, pulled back & lower oil prices dropped prices for plastics. A solution between haulers & cities are needed to challenges when creating waste removal bids. Haulers need to be upfront about increases if glass is not kept separate. Better educational materials could be used to encourage residents to separate their waste. In another related Associated Press article, we were told the following: “A review of city records shows Austin received under $3 million for its recyclables, as processing costs were around $4.8 million. The city lost $1.9M last year and a $2.7M in the two previous years as recyclable materials have fetched less on the open market than the cost to process them. I took it a step further to understand the junk and scrap related financial disaster in Austin. According to the city website austintexas.gov the monthly costs for residents are as follows, based on the size of garbage container needed[1]:

  • 24-gallon $16.90
  • 32-gallon $18.15
  • 64-gallon $23.30
  • 96-gallon $41.85

Personally, I’ve filled my approximately (50) gallon container in a week, therefore, a family of four would likely need the 96G unit for the $42 monthly cost, which seems reasonable. Consumers own vehicles for approximately an average of eleven years; this trend constrains auto insurance premiums because newer cars are more expensive to insure than older ones. Finally, healthcare & repair costs are on the rise, increasing pay-outs insurers are make; insurers face low premium growth, higher claims, and higher levels of payments.
