NBC News 10 WHEC delivered two stories this week regarding NY motor vehicle inspectors as follows: “This week’s power outage effecting the DMV’s inspection system appears to be up and running again. The system began to come back online after frustrations were plentiful within auto shops & for auto owners. Many of those with expiring inspections were attempting to take care of business and were told they would need to return. At My-Tee Auto, his mechanics were unable to connect to the state’s inspection system.

The system is designed so that you cannot keep doing inspections and filing them with the state later on. They had to turn away customers. There were similar headaches over at East Ave. Auto. Apparently no one was able to get any answers from the Department of Motor Vehicles.  The main help line at the state was down, nobody could get through.  The DMV did call back to say the inspection system is administered by a third party named Opus. Finally at 5 pm, Opus felt that the problem had been corrected. People obviously depend on them for inspections of their cars, and they (in turn) then depend state’s system for process completion. According to the auto shops, this is not the 1st instance of this happening, yet was the lengthiest the system has been down. While the DMV thinks the issues have been repaired, it may be best to call ahead to make sure everything is going smoothly again. The full article is available here.

Governor Andrew Cuomo approved a new vehicle check during yearly state inspections. The Senate passed a rule requiring auto inspection sites to verify if a vehicle’s windows are tinted beyond 70% of the outside light threshold. Cuomo gave approval to this new auto check, stating that if windows are too dark, the vehicle will now have failed an inspection.” The story is available here.

Maura Keller in American Recycler wrote an article titled ‘Auto Recycling Market Volatile’ with the following updates: “The auto recycling industry has experienced one of the most difficult economic times in decades. Recycling companies are worried. Investors are cautious and scrap handlers are downright jittery. Industry vets say 2017 will likely be better, but business is still not appearing to be robust. According to Sean Kelly, a researcher at the Center for Recovery & Recycling at Worcester Polytechnic in Massachusetts, the industry is certainly hurting and this has a lot to do with the foreign tariff war regarding specific commodities, among other things, such as dumping (selling below their costs).

The U.S. Dept. of Commerce (DOC) recently imposed duties on imports of cold-rolled steel, used to make auto components, appliances & shipping containers. China is targeted because of their dumping that has hurt the U.S. steel industry & lowered steel prices around the worldwide. The tariffs against China have hindered the U.S. auto recycling industry tremendously. China had been overproducing & flooding the market & steel prices were far down. Scrap vehicle bodies were worth $60 to $70/GT, making it near impossible to earn any money.

China has begun imposing anti-dumping tariffs on various steel imports from the EU, Japan & South Korea, all of which has a domino effect on the American recycling industry. As the struggle goes on, more companies are working hard to ensure all metal bearing products end up being refined & recycled back into the economy.  The Aluminum Association’s Transportation Group (ATG) just released a study on auto aluminum suggesting recycling rate for end-of-life vehicles to be in excess of 90%. The purpose was to obtain a more quantitative grasp of the fate of auto aluminum at the end of its useful life.

One key aspect of auto recycling that is gaining more focus with the overall downturn in the market is plastic recycling from autos. The generated plastics from shredders are transferred to the landfill or used as landfill coverage. Some plastics may be incinerated to reclaim the energy. Tires are often reused if adequate tread exists but typically either incinerated, shredded or reused for very different applications, like rubber for courts, turf field pellets or asphalt applications.” The article in its entirety is available here.

On May 17, 2016 Jessica Lyons Hardcastle composed an article on Environmental Leader titled ‘Ford Using Captured Carbon to Make Plastic Car Components’ with the following information: “Ford, the automaker, is developing new foam & plastic car components produced from carbon dioxide. It expects these newer biomaterials, produced by Novomer to be in Ford’s production vehicles within the next (5) years. The foam, made with up to approximately 50% CO2-based polyols, may be used in seating and under-hood applications. This could lead to a reduction in petroleum use by more than 600M lbs. annually, Ford says.

Ford started working with several companies, suppliers & colleges and universities in 2013 to find uses for captured CO2. Among them is Novomer, a NY-based company that uses carbon dioxide captured from its manufacturing plants to produce materials. Through a unique system of conversions, Novomer delivers a polymer than can be constructed into a variety of recyclable materials including foam & plastic. Plastic-related manufacturing accounts for nearly 4% of the world’s oil use, according to an organization known as the British Plastic Federation. Ford says it hopes this new bio-plastic will help obtain the better long-term goals to minimize global warming set in the Paris climate agreement. The automaker uses various sustainable materials in its production. In North America, soy foam is already used in every Ford vehicle. The 1,300 page transportation bill Congress passed and signed into law by president Obama, allows states to move forward with programs to implement electronic odometer disclosures, notices and related materials as long as those processes provide appropriate authentication & security. This advance will allow for the modernization and expediting of motor vehicle registration nationwide. Existing federal law requires odometer disclosures to be hand written, slowing the efficiency of all vehicle related transactions, including sales & registration. While a provision in the 2012 federal transportation bill called on the federal National Highway Traffic Safety Administration to implement new rules to allow for electronic odometer disclosures, the agency has yet to propose those rules.

Senator Steve Daines (R-Montana) authored language contained in the new highway bill that allows states to move forward with their own “e-odometer” programs. MVSC, a national provider of electronic vehicle registration technology, led the effort to include the provision in the Highway bill along with the National Auto Dealer Association and state auto dealer associations throughout the country. The groups praised senator Daines for his leadership in making sure the e-odometer language was included in the final bill.” The full article is available here.

Other interesting aspects of the bill included the following from transportation.house.gov: “A restriction on driving privileges that limits the individual to operating only motor vehicles with an ignition interlock device installed, unless a special exception applies. Activity to develop methods to detect marijuana impaired driving. Activity to find devices capable of measuring marijuana levels in motor vehicle operators. Activity to develop methods to differentiate driving impairments between alcohol and marijuana.” The complete bill is available at this link
