During the 80s and’90s, the city & country adopted recycling as a way to address environmental concerns and to be more efficient in waste reduction. The city of Rome entered the recycling business and located the primary center amid a residential community.

Recycling spread so quickly, the site outgrew the limited space and has become an eyesore in North Rome; now the rise in the cost of recycling and the reduction in profits made from selling recycled goods has made it problematic. The center in North Rome operates in the red, has limited personnel, uses inmate labor and is often unkempt, with trash scattered throughout the adjacent properties. There is talk about the trash on the streets brought on by the center. The NRCAC supports recycling and what it does to instill pride in our city, but is has become problematic to the property owners who want a nicer community. The NRCAC met recently and voted that the center needs to be relocated.

The NRCAC has presented concerns to the Solid Waste Commission. The cost, whatever it is, is far outweighed by the cost to the taxpayers in reduced home values in North Rome. Because new businesses may consider relocating in our community, like some have, the increased revenue should offset what is spent relocating the center. Who would want a recycling site within (2) blocks of where you live? Would you want to go out each day and see trash strewn and stacked outside where everyone can see it? We can continue the recycling initiative, as there is over $1.3M for the center in the 2013 SPLOST package yet to be used. The US Environmental Protection Agency tells us the following about these types of wells. “What is a motor vehicle waste disposal well? A motor vehicle waste disposal well (MVWDW) is a shallow disposal system that receives fluids from vehicle repair or maintenance activities in shops. MVWDW’s are regulated as Class V injection wells. Typical MVWDW’s are floor drains or sinks in service areas that connect to a septic system or dry well. However, any underground system that receives such waste is considered to be a MVWDW. For example, cesspools, catch-basins, and sink holes are considered MVWDW’s if they receive motor vehicle waste.

During normal vehicle repair and maintenance, fluids such as engine oil or solvents may drip or spill into floor drains or sinks in service areas. Motor vehicle wastes include:

  • Engine oil
  • Transmission fluid
  • Power steering fluid
  • Brake fluid
  • Antifreeze
  • Solvents
  • Degreasers

If you dispose of these fluids through a MVWDW, they may contaminate ground water. Therefore, EPA maintains regulations regarding these in efforts to avoid water contamination. What are the requirements for closing a MVWDW? If you must close your well, you must do so in a way that prevents contamination of ground water. Contact your permitting authority to find out if there are any additional requirements. In closing your well, write to your permitting authority at least 30 days before. First, ask what information you must provide; next, you may be asked to fill out a pre-closure notification form or letter saying you plan to close the well.

Permanently plug or otherwise close the well in a way that is approved by the permitting authority and that ensures ground water is protected. Dispose of or manage any soil, gravel, sludge, liquids, or other materials removed from your well or the area around the well according to all federal, state & local requirements. Your permitting authority may have additional requirements for well closure. Before closing your well, contact the authority for guidance.
