Columbus Business Fined for Abandoned Vehicles

Who Buys Junk Cars in Reynoldsburg?

A recent post from CBS 10 WBNS in Columbus explained that the former site of Fort Rapids Indoor Water Park & Resort has become littered with junk vehicle, high weeds, and other undesirable concerns. The city attorney’s office released a statement indicating that fines of $1,000 a day should soon begin accruing. Apparently, the former owners simply abandoned the property after closing the business in 2019.

Columbus police are pursuing the whereabouts of Andre Ballinger II, a 28-year-old male, is accused of fraudulent activity in order to earn some cash. It is alleged that Ballinger took the title to a car owned by his father to obtain a title loan (advance) by pretending to be the owner. (We assume he and his father must have the same name to put this off?) He has been charged with identity theft and forgery charges. His father apparently awoke one morning to see his car be towed away by a repo-man. Wouldn’t Ballinger have to know his father’s social security number to complete the loan process? His father had no idea that the loan had been taken out against his car. The full story is available at this link. Meanwhile, in the Youngstown area Federal authorities are pursuing members of a local gang that are believed to be heavily involved in crime. One of the individuals is name Andre Ballinger II. A rather disturbing report posted on Waste Dive by Cole Rosengren on Decemaber 21, 2016 tells us the following: “New research from the Rochester Institute of Technology indicates that nearly 22M lbs. of plastic trash are entering the Great Lakes from the U.S. and Canada per year. Nearly 1/2 of that plastic is ending up in Lake Michigan, followed by Erie, Ontario, Huron and Superior. The amount of plastic in Lake Michigan equals roughly 100 full-sized swimming pools filled with plastic bottles. Unlike in the ocean, many of this scrap are carried to shorelines by windy conditions & currents. Approximately 80% of the junk found on the many beaches are comprised of plastic.  This report, which will be posted in the Marine Pollution Bulletin, claims to be the only full-scale look at this plastic waste in the Great Lakes. The many computer generations that were used to follow these materials found that cities like Chicago, Toronto, Elyria/Cleveland and Detroit seem to be contributing to the dilemma and often swap each other’s waste on their shores as a result. Like plastics in the ocean, much of this material was created to be too small for easy capture and attempted measures onshore are currently seen as the greatest options.

Such events include anti-litter campaigns, street washing operations and more collection determinations at the source. Baltimore now has (2) “trash wheels” which collect waste from its nearby harbor and (2) Florida cities have even invested in automatic waste collection boats to maintain cleanliness. These attempts can catch big items before they break down into lesser pieces, but many environmental groups think the clear answer is to switch packaging materials to limit the amount of plastic ending up in canals at all. While the scale of this problem in the Great Lakes may appear large, the quantity of plastic debris ending up in the world’s oceans is amply larger. The cleanup efforts are working toward introducing a prototype that can capture much of this scrap next year & companies are getting better with making products from alternative material. Preventing this product from accessing bodies of water remains a less costly, though still elusive, option.” The full article is available at:  http://www.wastedive.com/news/study-22m-pounds-of-plastic-debris-enter-the-great-lakes-each-year/432847/

Maura Keller in American Recycler wrote an article titled ‘Auto Recycling Market Volatile’ with the following updates: “The auto recycling industry has experienced one of the most difficult economic times in decades. Recycling companies are worried. Investors are cautious and scrap handlers are downright jittery. Industry vets say 2017 will likely be better, but business is still not appearing to be robust. According to Sean Kelly, a researcher at the Center for Recovery & Recycling at Worcester Polytechnic in Massachusetts, the industry is certainly hurting and this has a lot to do with the foreign tariff war regarding specific commodities, among other things, such as dumping (selling below their costs).

The U.S. Dept. of Commerce (DOC) recently imposed duties on imports of cold-rolled steel, used to make auto components, appliances & shipping containers. China is targeted because of their dumping that has hurt the U.S. steel industry & lowered steel prices around the worldwide. The tariffs against China have hindered the U.S. auto recycling industry tremendously. China had been overproducing & flooding the market & steel prices were far down. Scrap vehicle bodies were worth $60 to $70/GT, making it near impossible to earn any money.

China has begun imposing anti-dumping tariffs on various steel imports from the EU, Japan & South Korea, all of which has a domino effect on the American recycling industry. As the struggle goes on, more companies are working hard to ensure all metal bearing products end up being refined & recycled back into the economy.  The Aluminum Association’s Transportation Group (ATG) just released a study on auto aluminum suggesting recycling rate for end-of-life vehicles to be in excess of 90%. The purpose was to obtain a more quantitative grasp of the fate of auto aluminum at the end of its useful life.

GLR has now 11 locations & joint ventures in MI & NY, employing approximately one-hundred and fifty people, recycling over 100M pounds of metal, paper & plastic. What GLR has done is new in the market. They’ve begun their own tech/lead generation program, www.TheScrapPost.com, which links recyclers & scrappers worldwide. This comes at a time that the market’s downfall is struggling for auto recyclers. GLR’s competitors use this website & revenues are likely to hit $5M. One key aspect of auto recycling that is gaining more focus with the overall downturn in the market is plastic recycling from autos. The generated plastics from shredders are transferred to the landfill or used as landfill coverage. Some plastics may be incinerated to reclaim the energy. Tires are often reused if adequate tread exists but typically either incinerated, shredded or reused for very different applications, like rubber for courts, turf field pellets or asphalt applications.”

On Feb 17, 2016 a story compiled by Kristin Leigh titled ‘Auto shops accused of dumping waste into local creeks’ on fox13memphis.com reported the following: “A local tire recycling site is accusing auto shops of contributing to the problem. FOX13 received a complaint about blight and litter on Hwy 51 in Nonconnah Creek. Tires, used auto scrap, full trash bags and waste is scattered along the creek’s banks. The dumping site is across the street from Liberty Tire Recycling Center. Kristin Leigh asked employees at the facility if they know who is contributing to the problem. Calvin Johnson, an employee at the facility, says auto shops don’t want to pay the fees to dump tires at the facility, so they illegally dump them throughout the city.

The City of Memphis & Liberty Tire Recycling work together to give shops a place to dispose of these items. It costs $10/ton to use the facility. The Liberty contract with the city requires that the company keep track of businesses that use the facility, and inform the city. Employees at Liberty say city officials can figure out what businesses may be dumping illegally via process of elimination. FOX13 provided the city with pictures of the dumping ground and officials will investigate. Arlenia Cole, a city spokesperson, says the city has workers focused on cleanup efforts and Public Works is cleaning these sites while discouraging such activity by utilizing enforcement strategies. Cole says the city spends more than $2M each year removing illegally dumped items. Illegal dumping violators face arrest and fines, in addition to restitution, employees at Liberty say violators aren’t held accountable. To report illegal dumping, you can use the 311 call center or the 311 app.” The complete article is available here.
