NBC News 10 WHEC delivered two stories this week regarding NY motor vehicle inspectors as follows: “This week’s power outage effecting the DMV’s inspection system appears to be up and running again. The system began to come back online after frustrations were plentiful within auto shops & for auto owners. Many of those with expiring inspections were attempting to take care of business and were told they would need to return. At My-Tee Auto, his mechanics were unable to connect to the state’s inspection system.

The system is designed so that you cannot keep doing inspections and filing them with the state later on. They had to turn away customers. There were similar headaches over at East Ave. Auto. Apparently no one was able to get any answers from the Department of Motor Vehicles.  The main help line at the state was down, nobody could get through.  The DMV did call back to say the inspection system is administered by a third party named Opus. Finally at 5 pm, Opus felt that the problem had been corrected. People obviously depend on them for inspections of their cars, and they (in turn) then depend state’s system for process completion. According to the auto shops, this is not the 1st instance of this happening, yet was the lengthiest the system has been down. While the DMV thinks the issues have been repaired, it may be best to call ahead to make sure everything is going smoothly again. The full article is available here.

Governor Andrew Cuomo approved a new vehicle check during yearly state inspections. The Senate passed a rule requiring auto inspection sites to verify if a vehicle’s windows are tinted beyond 70% of the outside light threshold. Cuomo gave approval to this new auto check, stating that if windows are too dark, the vehicle will now have failed an inspection.” The story is available here.

The recent study by the Center for Resource Recovery and Recycling, tells us as follows: “The aluminum industry and need to gather better data and information to obtain a comprehensive look at the recycling of end-of-life (ELV) auto aluminum. Aluminum’s demand is swelling in the automotive industry. The recycling of the product at the end of its life has not been clarified due to the intricacy of the automotive recycling supply chain and the lack of quality statistical information. This has led to concern about the future of the metal. Recycling is an important step for the sustainability of a metal such as aluminum since it drastically conserves both energy and vital resources.

A grave-to-gate process material flow analysis (PMFA) method is being used to measure the recycling rate of automotive aluminum/aluminum alloy units. Three processes contribute to the overall aluminum metallic loss to the landfill after an automobile begins the recycling pipeline. These include shredding, downstream separation, and scrap melting. Process specific surveys were distributed to two types of material collection operations, vehicle dismantlers and downstream separation systems (DSSs), as well as metal recovery operations (i.e. alternate smelters and re-melters) in order to evaluate the percentage of aluminum metal unit loss & process material flow quantities through the entire recycling pipeline of the commodity.

The quantities of material pushed through the system that makes it to the entrance of a new life cycle is not equated to an input value to the PMFA system since ELVs and auto aluminum scrap are exported often and these values are not tracked & measured for the full market in the US. This study doesn’t use a mass-balance analysis. The volume of ELVs that retire on an regular basis is only employed here to determine the span of the market share of each survey respondent and the portion of the respondents as a whole. The recycling rates are calculated by combining a material collection rate with a yield of applicable measures to the material that processes through the individual steps in the recycling pipeline.” The complete story is available here.

In a July 5, 2016 Boston Globe article titled ‘Women gearing up for careers in the auto industry’ by Katie Johnston we learned the following: “Samantha Briody works behind the parts counter at AutoZone. Briody, 21, recently graduated with a bachelor’s degree in automotive management from the Benjamin Franklin Institute of Technology in Boston, and just began new position as a parts specialist at a VW dealership in Norwood. Gender stereotypes is likely to remain part of her job; the number of women taking auto classes has remained steady or risen in schools, those working as mechanics and in auto component sales has declined. Technicians are in demand and women the auto industry is doing more to attract women to the field.

The Automotive Women’s Alliance Foundation and the Car Care Council Women’s Board have attracted more sponsors recently, allowing them to increase the quantity of scholarships they award. GM is the 1st major auto company to have a female chief executive and has plans to recruit and better support female employees. Auto employers who come to the Benjamin Franklin Institute are now seeking out women, especially to interact with customers. With women making 80% of car-buying decisions, according to the research firm Frost & Sullivan, it makes sense to have more working in the industry.

Women make up only about 10% of approximately 150 automotive students at the institute, and to combat this lack of community, they recently helped form a women’s group where students discuss discrimination, hear from women in the industry, and travel to trade shows. Women at the school may be far outnumbered, but they are serious about their education. Once they get out into the male-dominated auto workforce, many don’t last. The share of female mechanics has fallen by around 3% over the past 20 years, according to the Bureau of Labors. In wholesale & retail auto components, the percentage of females has also. The number of women in management positions in the auto industry has also fallen.

This decline reflects an overall decline in the number of women in traditionally male fields such as agriculture, coal mining, & manufacturing. The reason for this, said Anna Beninger, director of research at Catalyst Inc., is company culture. The gender gap is not just in blue-collar jobs. Women who enter STEM fields — science, technology, engineering, & math — often start in lower-level positions and earn less money than men. Of those who do go into automotive, high tech, manufacturing, and other male-dominated fields, 53% left to work in another industry — compared to 31% of men — because they feel like outsiders, lack female mentors, and experience both overt & unconscious discrimination.

In some areas of the auto industry more female workers are present such as in automobile sales. Diane Larson helped her husband open Larson’s Service years ago and took over the business after he passed away in 2008. When she was at a trade show with a 21-year-old guy of another shop owner a few years ago, vendors automatically directed their questions to him. But her shop is thriving, due in part to the new ways she runs it. Customers come to her service station two times per year for prescheduled checkups, similar to a dental office. This brings in repeat business and keeps customer cars from breaking down. Incorporating women’s ideas are good for the business, says Larson, who is will soon have a female shop manager.” The full article is available at: https://www.bostonglobe.com/business/2016/07/04/women-gearing-for-careers-auto-industry/7ineRe27hnYmTsB3OwfQXO/story.html

Our topic in this update centers on how US scrap auto batteries end up in Mexican recycling plants and unfortunately can be dangerous to those workers exposed to them.

In the February 26, 2016 edition of The Washington Post, writers Joshua Partlow and Joby Warrick authored a story titled ‘A dangerous export’ which tells us the following: “Juan Gonzalez Mendoza’s physical deterioration came swiftly, with deep pain in his bones, elbows & knees that refused to bend. Numbness spread throughout his left side and finally he was unable to walk or even stand. Doctors where he worked — a battery recycling plant near Monterrey — told him he had a fever. His job was putting used U.S. auto batteries into giant ovens. Private medical tests eventually confirmed the problem: acute lead poisoning. The Eléctrica Automotriz Omega plant is a concern in the neighborhoods near the factory where spent car batteries are converted into lead to for new batteries. Elevated levels of lead have turned up in workers’ blood and in nearby lots where children play & families raise livestock. Company officials did not respond to requests for comment.

A tide of used batteries has swept into northern Mexico as metal recyclers seek to profit from the country’s relatively lax controls on lead exposure in the workplace. Officials estimate that the number of batteries shipped to Mexico has grown by more than 400% lately. As many as one in five lead-acid batteries from U.S. vehicles end up in Mexican recycling plants. Mexico has sought to strengthen standards for lead exposure, but no plants have the costly pollution controls and worker-protection systems in place. Gonzalez used his vacation days from the plant to travel to a private medical clinic where lab results indicated lead concentrations. For nine months he was stuck in bed and unable to work. Auto batteries are among consumer products that still contain large amounts of lead. In the US nearly all spent batteries end up being recycled, which involves removing the plastic, acid and other chemicals and then melting down the lead to use in new batteries. U.S. battery recycling takes place in high-capacity smelters. Workers wear protective clothing to ensure no traces of lead leave the plant with them. Special exhaust scrubbers trap tiny lead particles and electronic monitors sniff the air to guard against accidental exposures.

Americans, while seeking to eliminate an environmental problem at home, are exporting contamination abroad, to a region less capable of defending itself. The Eléctrica Automotriz Omega plant employs several dozen workers who say they earn about $13 for a 12-hour shift. Soil samples taken at locations around the Omega plant were analyzed by a laboratory. The results showed lead contamination ranging from 40 to 400 times than naturally occurring lead levels. The company does test for lead, but workers aren’t given documentation of the test results and think that Omega’s doctors play down lead exposure. Employees are instructed to shower during the workday, and before entering the cafeteria, they receive a hand spray that is supposed to change color if contaminants remain. Both employees and nearby residents complain about the lead and toxins they believe are pumped out of the plant’s smokestacks. Residents say they suffer chronic headaches and bone pain and that pets and livestock fail to reproduce or drop dead without warning.” The full article is available at http://www.washingtonpost.com/sf/national/2016/02/26/a-dangerous-export-americas-car-battery-waste-is-making-mexican-communities-sick/
