GM says that while all its sites recycle their water bottles, for this project, the bottles collected at five sites are now funneled into its DYP project, where businesses collaborate to give them a 2nd use in life. The air-filtration components are used in GM facilities to protect the quality of the air; and the insulation goes into coats that transform into sleeping bags.

John Bradburn, GM global manager of waste reduction say viewing waste as a valuable resource that can be plugged into your operations or products is great. He is rethinking the process and finding more sustainable ways to manufacture products & contribute to communities. GM says that sourcing recycled material provides the same costs while also saving energy & reducing waste.

Unifi Inc. turns the bottle flake into a resin. Palmetto Synthetics takes the resin to create fibers and William T. An article posted on Waste Dive on April 8, 2016 by Arlene Karidis titled ‘Ohio squashes $100M recycling facility deal with Team Gemini’ informed us of the following: “The Solid Waste Authority of Central Ohio (SWACO) has canceled a $100M initiative that would have brought a new recycling facility and a waste-to-energy site to Franklin County. Team Gemini, a Florida-based outfit, who was to build the facility, reportedly defaulted on rent and has suspended the project.

The plan, in the works for three years and slated for completion in June, called for Team Gemini to receive and buy recyclables from SWACO, sell them, and send the balance to a landfill. In addition to the rent problem, there were other concerns including the feasibility on this size or scale. Ty Marsh, SWACO’s executive director, says that SWACO has taken possession of the property and is working to figure out a plan.

Deals are made and deals fall through, especially with capital-intensive projects dependent on tough recycling markets. Even existing MRFs are shutting down—including those owned and operated by industry giants like Waste Management. This has been an industry trend for over three years, with devalued materials and higher operating costs driving the plant shut downs. In Ohio, Team Gemini couldn’t raise the money to build the large facility. Mr. Marsh further said that the failure of the Gemini project in no way diminishes interest in leveraging the waste that’s generated in Franklin County for greater economic opportunity. Not everyone is going to be happy with the council’s efforts. Some are going to be angry about it; some think that local government has no business telling them to clean up their yard or where to park their vehicles. But Benson’s council does have an interest in ensuring property owners meet a minimum standard for cleanliness & appearance. Health issues, protecting the value of properties in a neighborhood, as well as helping spur economic development are all good reasons to enforce these standards. A motor vehicle waste disposal well (MVWDW) is a shallow disposal system that receives fluids from vehicle repair or maintenance activities in shops. MVWDW’s are regulated as Class V injection wells. Typical MVWDW’s are floor drains or sinks in service areas that connect to a septic system or dry well. However, any underground system that receives such waste is considered to be a MVWDW. For example, cesspools, catch-basins, and sink holes are considered MVWDW’s if they receive motor vehicle waste.

During normal vehicle repair and maintenance, fluids such as engine oil or solvents may drip or spill into floor drains or sinks in service areas. Motor vehicle wastes include:

  • Solvents
  • Degreasers

Contact your permitting authority to find out if there are any additional requirements. In closing your well, write to your permitting authority at least 30 days before. First, ask what information you must provide; next, you may be asked to fill out a pre-closure notification form or letter saying you plan to close the well.

Permanently plug or otherwise close the well in a way that is approved by the permitting authority and that ensures ground water is protected. Dispose of or manage any soil, gravel, sludge, liquids, or other materials removed from your well or the area around the well according to all federal, state & local requirements. Your permitting authority may have additional requirements for well closure. Before closing your well, contact the authority for guidance. Paynter says he’s looking forward to vehicles with no hope of restoration disappearing, saying he doesn’t know why people would want to just leave a car sitting around. Police say once a vehicle is identified, a notification card will be placed on the vehicle, and the owner will have 48 hours to move it. Capt. Hank Dial wants owners to remove the vehicles and requests that citizens provide information about such vehicles. An article in the March 9, 2016 edition of Recycling Today titled ‘US aluminum producers ask for action on China’ told us the following: “A trade union and a US-based aluminum producer are asking the government to investigate the level of government subsidization of in Chinese aluminum production. The group making the request says China’s aluminum has been pouring into the U.S. for over a year. A March 9 article in the Wall Street Journal says the United Steelworkers union (USW) and IL-based Century Aluminum Company also sent researchers to China last year to investigate evidence of government subsidies for aluminum makers there. The USW & Century Aluminum say they expect that evidence showing the Chinese government has been providing billions in subsidies to aluminum companies, including low-interest loans.

The Arlington, VA-based Aluminum Association has been issuing releases and comments making similar allegations. As the economy of China has begun to slow, and less of its metal is being used domestically, there is a severe oversupply of China-produced metal. This is driving an increase of imported their aluminum into the US. According to the Aluminum Association’s data, U.S. imports of aluminum products from China grew 181% between 2012 and 2015. The Journal article states the value of total aluminum exports from China as having risen from $6.2B in 2006 to $23.8B in 2015. Any findings confirmed by the U.S. government would likely be forwarded to the World Trade Organization (WTO) to seek remedies. A Chinese embassy spokesperson said that WTO member nations, including China, should strictly abide by the rules, and use trade remedy measures in a prudent, restrained compliant way.

Despite a booming US auto industry & the stable construction sector, primary US aluminum production declined 7.2% in 2015 compared to the year before. The Wall Street Journal says aluminum production in China has gained 31% in 2015. However, North American Free Trade Agreement (NAFTA) partner Canada was a larger factor in U.S. aluminum import markets in 2015. The Eléctrica Automotriz Omega plant is a concern in the neighborhoods near the factory where spent car batteries are converted into lead to for new batteries. Elevated levels of lead have turned up in workers’ blood and in nearby lots where children play & families raise livestock. Company officials did not respond to requests for comment.

A tide of used batteries has swept into northern Mexico as metal recyclers seek to profit from the country’s relatively lax controls on lead exposure in the workplace. Officials estimate that the number of batteries shipped to Mexico has grown by more than 400% lately. As many as one in five lead-acid batteries from U.S. vehicles end up in Mexican recycling plants. Mexico has sought to strengthen standards for lead exposure, but no plants have the costly pollution controls and worker-protection systems in place. Gonzalez used his vacation days from the plant to travel to a private medical clinic where lab results indicated lead concentrations. For nine months he was stuck in bed and unable to work. Auto batteries are among consumer products that still contain large amounts of lead. In the US nearly all spent batteries end up being recycled, which involves removing the plastic, acid and other chemicals and then melting down the lead to use in new batteries. Soil samples taken at locations around the Omega plant were analyzed by a laboratory. The results showed lead contamination ranging from 40 to 400 times than naturally occurring lead levels. The company does test for lead, but workers aren’t given documentation of the test results and think that Omega’s doctors play down lead exposure. Employees are instructed to shower during the workday, and before entering the cafeteria, they receive a hand spray that is supposed to change color if contaminants remain. Both employees and nearby residents complain about the lead and toxins they believe are pumped out of the plant’s smokestacks. This problem is aggravated by organic-matter build up and heat. Organic matter consists of solvents, oils, hydrocarbons, cleaning agents & soils. A simple test for Chemical Oxygen Demand (COD) is used to determine how bad the situation is. This measure of water quality totals the number of pollutants found in the water. In a typical waste stream, COD can range from 5,000 ppm (pts. per million) to 200,000 ppm, and in extreme cases up to 700,000 ppm. Bad odors are generally caused by the organic matter washed off vehicles. Algae growing in the pit & tanks and walls will further increase the problem.

The 1st stage for any reclaim system focuses on the cement pad and the pit. If the pad is designed with an adequately sized trench & pit, a good portion of the dirt will be captured & settled in this 1st stage. It is important to seal the concrete to prevent bacteria in the porous concrete. Regular cleaning of this part is essential. Many install traditional technology to treat water for reclaim or discharge. Examples would be: granular activated carbon filter (GAC), sand filters, and oil & water separators. GAC filters generally function by exposing the contaminated water to carbon particles which absorb pollutants. The downside to these systems is the high cost of filter replacement.

Oil/water and centrifugal separators may work well to separate floating oils & dirt by settling, but they do little to filter or eliminate anything else in the water. Since there is minimal filtration being accomplished, particles in the wash water can cause wear & tear on the pumps, motors, and clogging the nozzles. Catalytic oxidation is a combination of ultraviolet light & ozone, which is effective in oxidizing organics and eliminating odors. The greatest advantage with ultraviolet light systems is that they require minimal maintenance as opposed to other types of ozone generators.

Biological treatments, which use what is commonly referred to as “bacteria,” “bugs” or “enzymes,” combined with some form of aeration, are effective against odors and are safe providing they are oxidized, disinfected, or killed before re-using the water. This method takes more time, as the bacteria eat the organics. It isn’t recommended for sites with space restrictions as it requires another separate tank. Also, you would not want your customers or employees exposed to spraying reclaim wash water laden with a high bacteria count.” The full story is found at this link.

On Feb 17, 2016 a story compiled by Kristin Leigh titled ‘Auto shops accused of dumping waste into local creeks’ on fox13memphis.com reported the following: “A local tire recycling site is accusing auto shops of contributing to the problem. FOX13 received a complaint about blight and litter on Hwy 51 in Nonconnah Creek. Tires, used auto scrap, full trash bags and waste is scattered along the creek’s banks. The dumping site is across the street from Liberty Tire Recycling Center. Kristin Leigh asked employees at the facility if they know who is contributing to the problem. Calvin Johnson, an employee at the facility, says auto shops don’t want to pay the fees to dump tires at the facility, so they illegally dump them throughout the city.

The City of Memphis & Liberty Tire Recycling work together to give shops a place to dispose of these items. It costs $10/ton to use the facility. The Liberty contract with the city requires that the company keep track of businesses that use the facility, and inform the city. Employees at Liberty say city officials can figure out what businesses may be dumping illegally via process of elimination. FOX13 provided the city with pictures of the dumping ground and officials will investigate. Arlenia Cole, a city spokesperson, says the city has workers focused on cleanup efforts and Public Works is cleaning these sites while discouraging such activity by utilizing enforcement strategies. Cole says the city spends more than $2M each year removing illegally dumped items. Illegal dumping violators face arrest and fines, in addition to restitution, employees at Liberty say violators aren’t held accountable. This is actually our second installment discussing the recycling of scrap related automotive fluids. Initially, we reviewed antifreeze and in this segment we unearth information on old motor oil. First, we look at data from the American Petroleum Institute at recycleoil.org as follows: “It is relatively common for people to recycle paper, glass and metals. The recycling of petroleum products is less well known confusing, thus regulators & agencies have communicated with businesses the need for recycling used oil and with individuals who work on their cars at home. These individuals generate quantities of used petroleum products that need to be recycled. Many individuals who are unfamiliar with the importance of recycling used oil are unconsciously harming the environment by throwing it away with their normal garbage or emptying it into storm drains. Such actions, especially emptying used oil into storm drains, can cause harm to the environment. One gallon of used oil can contaminate 1 million gallons of water.

Recycling your used motor oil keeps it out of our water; which means keeping it out of our drinking water, beaches, and away from wildlife. Recycling used oil allows us to continue to enjoy what many of us take for granted every day – clean water. There are many practical uses for used motor oil; a primary use is to re-refine it into a base stock for lubricating oil, which is similar to the refining of crude oil. The re-refined oil is of as high a quality as a virgin oil product! A secondary use of the oil is to burn it for energy. Industrial boilers can burn the used oil with minimum pollution; some used oil is sent to power plants or cement kilns to be burned as fuel. Small quantities of used oil are burned in specially designed heaters to provide space heating for small businesses.

What is the best way to store used motor oil before recycling? Be sure to store your used motor oil in a container that will not leak – many people use milk jugs with a secure cap. Do not mix other substances like antifreeze or transmission fluid with the used oil. Store it away from children and sources of ignition.” The complete report is available at this link.

Here in Columbus, the city has instituted a ‘Watershed Management Program (WMP)’ discussed on their website at Columbus.gov with the following details: “A high quality water supply source allows us to provide Columbus area residents with excellent drinking water at a reasonable cost. Our WMP works with the Recreation & Parks Department to protect water supplies by managing the reservoirs and adjacent land at our (3) drinking water reservoirs. Residents can bring their old lawn chemicals, paints strippers, acids, insecticides, etc. for recycling and/or environmentally safe disposal. Disposal of oil based paint is available at no charge. A February 5, 2016 story on nbc4i.com titled ‘Multiple Franklin Co. scrap yards indicted after undercover investigation’ reported the following: “An undercover investigation into several scrap facilities has led to indictments by a Franklin County GJ on multiple charges, including corrupt activity & receiving stolen property. Franklin County Prosecutor Ron O’Brien says they conducted an undercover investigation of selling copper wire & railroad-related material to these businesses. The various scrap included wire composed of both copper and aluminum.

The businesses indicted are:

  • G-Cor Auto
  • Masser Metals
  • New World Recycling
  • PSC
  • Sims Bros Recycling

O’Brien says some of the facilities knowingly violated the law, which led to the indictments, including one that received (56) Veteran Grave Markers from a cemetery. Some of the markers had been destroyed and were not able to be returned. A to Z Recycling and its associates Lin Wang and Xiaodong Qu were indicted for a pattern of corrupt activity & possessing criminal tools. Union cemetery workers have replaced all the veteran flag staff markers they could identify. The recycling companies are due in court February 19th.

Also found during the investigation:

  • Beer kegs
  • Storage bins belonging to Family Dollar & CVS.
  • Shells for 2 liter bottles.
  • 7K+ pounds of shredded plastics
  • Nearly 4 tons of Pepsi, Coke & 7UP property that was shredded.
  • Milk crates and bread trays

All of the items were reportedly clearly marked as property of those companies. O’Brien mentioned that theft of railroad materials & phone lines are crimes and also could create public safety hazards. He indicated that the scrap facilities that contributed to the theft will be brought to justice. The city prohibits them from purchasing certain items. In Ohio, there is a “Do Not Buy from Convicted Thieves” (DNBFCTL) list which has about 300K people on it. It sounds as though Franklin County is allowing many of it’s recycling facilities have a “free for all” as they are basically endorsing theft. I have no problems with those who scour trash and dumpsters for recyclables to earn a few bucks, but looting cemeteries is completely unacceptable. Actions like this demonstrate some kind of internal void of morality. The punishment for those responsible for the graveside thefts should be sentenced to one month of cleaning up debris along the streets while wearing a “sandwich-board” sign that references their offenses.

Antifreeze is the first potentially toxic fluid from salvage cars that we will cover. The US EPA tells us the following in their Common Wastes & Materials section of epa.gov: “Antifreeze is a substance added to a solvent, such as water, to lower its freezing point. It is usually added to water in the cooling system of an engine so that it can be cooled below the freezing point of water without freezing. Ethylene glycol is the most common automotive cooling-system antifreeze, although methanol, ethanol, isopropyl alcohol, and propylene glycol are also used. The brine used in some commercial refrigerators is an antifreeze-type mixture; it is typically a solution of calcium chloride or propylene glycol. Antifreeze can be toxic to humans & animals; it contains heavy metals such as lead, cadmium, and chromium in high levels to potentially be regulated hazardous waste. Most states regulate antifreeze disposal; it should not be dumped on land or discharged it into a sanitary sewer, storm drain, ditch, dry well, or septic system. Used antifreeze can cause serious water quality problems.

Conventional antifreeze lasts about 2-3 years. Alternate chemicals in extended-life coolants allow it to last 5 years or up to 150K miles. Recycling used antifreeze makes sense for two reasons: 1) It is cost-effective, and 2) It saves resources. Ethylene glycol, the primary ingredient, is produced from natural gas, which is a finite, non-renewable resource. For companies that use a lot of antifreeze, like automobile repair shops, setting up an antifreeze recycling program can reduce costs and lessen the amount of new material they buy. With technology, businesses are recycling antifreeze on-site and reconditioning it at a much lower cost than purchasing it new.

Antifreeze recycling involves two steps:

1. Removing contaminants such as oils & metals either by filtration, distillation, reverse osmosis, or ion exchange.

2. Restoring it’s properties with additives; these chemicals raise and stabilize pH, inhibit rust & corrosion, reduce water scaling, and slow the breakdown of ethylene glycol.

New technology lets generators of spent antifreeze recycle antifreeze on site by removing contaminants and reconditioning it with additives, at a cost that is significantly lower than the cost of purchasing new antifreeze. Another option for recycling antifreeze includes power flushing the radiator, restoring the coolant, and topping off the vehicle with fresh coolant in a closed loop. Recycling saves resources since a primary ingredient, ethylene glycol, is produced from natural gas, a non-renewable resource. The full report is available at this link.

While a provision in the 2012 federal transportation bill called on the federal National Highway Traffic Safety Administration to implement new rules to allow for electronic odometer disclosures, the agency has yet to propose those rules.

Senator Steve Daines (R-Montana) authored language contained in the new highway bill that allows states to move forward with their own “e-odometer” programs. MVSC, a national provider of electronic vehicle registration technology, led the effort to include the provision in the Highway bill along with the National Auto Dealer Association and state auto dealer associations throughout the country. The groups praised senator Daines for his leadership in making sure the e-odometer language was included in the final bill.” T

Other interesting aspects of the bill included the following from transportation.house.gov: “A restriction on driving privileges that limits the individual to operating only motor vehicles with an ignition interlock device installed, unless a special exception applies. Activity to develop methods to detect marijuana impaired driving. Activity to find devices capable of measuring marijuana levels in motor vehicle operators. Michigan AG Bill Schuette says the Ingham County Circuit Court issued the injunction to stop collections related activitities on illegal title loans to consumers.

Over (400) people took loans borrowing against their cars, which included high interest rates from 161% to 251%. The amounts of the loans ranged between $1K-5K and are secured using customer’s vehicles. Vehicle title loans aren’t permitted in MI, as they have high rates & risk of losing one’s car. David Biderman, CEO @ Solid Waste Association of NA, says governments are evaluating recycling & making cuts to respond to the cost. Residents clog up the recycled waste stream with non-recyclables. Most Americans support recycling efforts, but what can or can’t be recycled puts the wrong materials in the stream. Processing facilities have a high amount of non-recycling waste, and it costs time to remove the materials and the rates get passed on to the cities. Curt Bucey, VP @ Strategic Materials, says municipalities have raised rates for the high costs to haul glass and it’s not being collected properly. Haulers were able to balance the glass costs with returns from materials such as cardboard, paper & plastics. China, a former big customer for cardboard, pulled back & lower oil prices dropped prices for plastics. A solution between haulers & cities are needed to challenges when creating waste removal bids. Haulers need to be upfront about increases if glass is not kept separate. Better educational materials could be used to encourage residents to separate their waste. Chicago tries to communicate bad recycling choices by a sticker system; if a waste hauler sees non-recyclable material in a resident’s bin, the hauler will place an orange warning sticker on it.”

In another related Associated Press article, we were told the following: “A review of city records shows Austin received under $3 million for its recyclables, as processing costs were around $4.8 million. The city lost $1.9M last year and a $2.7M in the two previous years as recyclable materials have fetched less on the open market than the cost to process them. The Austin American-Statesman reports that if residents recycled more, it would be easier to profitably sell a higher volume of material locally, rather than ship it elsewhere.” The complete article is at this link.

I took it a step further to understand the junk and scrap related financial disaster in Austin. According to the city website austintexas.gov the monthly costs for residents are as follows, based on the size of garbage container needed[1]:

  • 24-gallon $16.90
  • 32-gallon $18.15
  • 64-gallon $23.30
  • 96-gallon $41.85

Personally, I’ve filled my approximately (50) gallon container in a week, therefore, a family of four would likely need the 96G unit for the $42 monthly cost, which seems reasonable. People want 4G connectivity and to control their cars with apps, wanting to e-mail & text while they drive. People want to be able to send off selfies, sharing them on Facebook. According to Green Car Reports, a lot of people think they should be able to upgrade their batteries, too. Tesla seems to be the only one interested in keeping the software in its cars as current as possible. It routinely does software updates and earlier this month rolled out an update enabling its cars with ‘Autopilot’ to park themselves and re-emerge when summoned.

But even Tesla has not thought of allowing upgrades to their batteries after the cars are built to customers. Early Model S sedans may have 60 kWh batteries, instead of the 70 and 90 kWh batteries that are now available. Tesla did put together an upgraded battery for its 1st car, the Roadster, but it cost $29,000. Denise Gray, CEO of LG Chem Power, wonders why manufacturers equip their cars with big, heavy, and expensive batteries designed to last for ten years. Gray thinks it would make sense to utilize smaller, lighter, cheaper ones that would be replaced with newer models every few years. Back in the dawn of the computer age microprocessors were upgraded at a pace that was so fast, new computers were obsolete by the time customers got them home from the store. EV batteries are improving all the time. Most manufacturers’ business models are selling as many new cars as possible, not keeping current with new technology for older cars.

A factor that depresses the market for used EVs is buyers feel stuck with old technology. If there were a model that allowed the easy swap of batteries for newer ones, the old batteries could be reused for electricity storage. Rather than owning batteries that become obsolete, drivers would rent the batteries, selecting a power & range they need.  Manufacturers could design cars with swappable batteries; new cars would cost less & invigorate the move to electric cars.”

This situation may correct itself, as automakers will increasing create smaller, more efficient, yet more powerful batteries as EVs as they evolve. The exception would be those who own one of the older EVs that were produced when the concept was still in its infancy. I see a larger and more overlying concern regarding this issue. I can appreciate the desire for upgrading a battery to extend the vehicle’s range; however, increasing the power to facilitate the addition of more electronic components leads to more distracted driving. It seems we need to reduce distractions for those on the road, which are abundant as follows:

  • Making music selections and adjusting the volume
  • Entering a destination into their GPS
  • On a phone call or reading or responding to a text message
  • Modifying the heat or A/C temperature
  • Yelling at their kids, who are using noise-making handheld devices
  • Checking out their appearance in the mirror
  • Receiving an alert from their radar/laser speed trap detector
  • Smoking a cigarette
  • Adjusting the power windows, front or rear wipers and heated seat levels

Claims cause lowered profit margins for these auto insurance companies. Additionally, people are driving cars further distances because of cheaper gas prices and increases in discretionary income; this contributed to a higher frequency of auto accidents.

Gelb says that the miles driven accelerated in 2015, resulting in accelerated motor vehicle accidents. The increase in crashes is also a reversed, increasing for (3) years straight for the first time in decades. Allstate said their earnings were down 38% 2014 because of the rise in frequency & severity of accidents. Typically, an owner pays a higher premium for a newer car, so if involved in a crash, the margin of the loss is smaller. Older cars with a lower premium, causes insurers to lose more on those. Consumers own vehicles for approximately an average of eleven years; this trend constrains auto insurance premiums because newer cars are more expensive to insure than older ones. Finally, healthcare & repair costs are on the rise, increasing pay-outs insurers are make; insurers face low premium growth, higher claims, and higher levels of payments. At Pacific Steel & Recycling and others they’ve seen a 50% to 55% reduction in what comes their way. Patrick Kons, Pacific’s VP of Operations, says they are down to (7) employees and have halted production at two other facilities.  Steve Moltzan, owns a Great Falls company that sells auto components and says auto bodies are at their lowest price point in over 30 years.

China’s flailing economy and drop in scrap import, a stronger U.S. dollar deterring export, and overproduction of new ore have all had an effect with this trend. US scrap metal exports dropped 4.7% in the 1st half of 2015 and recyclers and those who sell commodities are feeling the squeeze. Mr. Kons anticipates a turnaround, saying it took 14 months for prices to fall so far, and it may take much longer for them to come back.
