He says cars with existing tags will not be towed and only vehicles that are visibile from the street qualify. The city has contracted with a tow company who will remove the vehicles and dump them for scrap.

Apparently no one was able to get any answers from the Department of Motor Vehicles.  The main help line at the state was down, nobody could get through.  The DMV did call back to say the inspection system is administered by a third party named Opus. Finally at 5 pm, Opus felt that the problem had been corrected. People obviously depend on them for inspections of their cars, and they (in turn) then depend state’s system for process completion. According to the auto shops, this is not the 1st instance of this happening, yet was the lengthiest the system has been down. Governor Andrew Cuomo approved a new vehicle check during yearly state inspections. The Senate passed a rule requiring auto inspection sites to verify if a vehicle’s windows are tinted beyond 70% of the outside light threshold. Cuomo gave approval to this new auto check, stating that if windows are too dark, the vehicle will now have failed an inspection.”

The recycling of the product at the end of its life has not been clarified due to the intricacy of the automotive recycling supply chain and the lack of quality statistical information. This has led to concern about the future of the metal. Recycling is an important step for the sustainability of a metal such as aluminum since it drastically conserves both energy and vital resources.

A grave-to-gate process material flow analysis (PMFA) method is being used to measure the recycling rate of automotive aluminum/aluminum alloy units. Three processes contribute to the overall aluminum metallic loss to the landfill after an automobile begins the recycling pipeline. These include shredding, downstream separation, and scrap melting. Process specific surveys were distributed to two types of material collection operations, vehicle dismantlers and downstream separation systems (DSSs), as well as metal recovery operations (i.e. alternate smelters and re-melters) in order to evaluate the percentage of aluminum metal unit loss & process material flow quantities through the entire recycling pipeline of the commodity.

The quantities of material pushed through the system that makes it to the entrance of a new life cycle is not equated to an input value to the PMFA system since ELVs and auto aluminum scrap are exported often and these values are not tracked & measured for the full market in the US. This study doesn’t use a mass-balance analysis. The volume of ELVs that retire on an regular basis is only employed here to determine the span of the market share of each survey respondent and the portion of the respondents as a whole. The recycling rates are calculated by combining a material collection rate with a yield of applicable measures to the material that processes through the individual steps in the recycling pipeline.” The complete story is available here.

Elevated levels of lead have turned up in workers’ blood and in nearby lots where children play & families raise livestock. Company officials did not respond to requests for comment.

A tide of used batteries has swept into northern Mexico as metal recyclers seek to profit from the country’s relatively lax controls on lead exposure in the workplace. Officials estimate that the number of batteries shipped to Mexico has grown by more than 400% lately. As many as one in five lead-acid batteries from U.S. vehicles end up in Mexican recycling plants. Mexico has sought to strengthen standards for lead exposure, but no plants have the costly pollution controls and worker-protection systems in place. Gonzalez used his vacation days from the plant to travel to a private medical clinic where lab results indicated lead concentrations. For nine months he was stuck in bed and unable to work. Auto batteries are among consumer products that still contain large amounts of lead. Employees are instructed to shower during the workday, and before entering the cafeteria, they receive a hand spray that is supposed to change color if contaminants remain. Both employees and nearby residents complain about the lead and toxins they believe are pumped out of the plant’s smokestacks.
