To achieve this goal, a number of barriers must be hurdled. In the Governor’s 2013 ZEV Plan, the 1st challenge is a need to have the needed refueling infrastructure. Electric vehicles need a certain means for fueling and set of equipment. Instead of doing so at gas stations, most plug-in electric vehicle (PEV) owners charge when at home overnight using Level 1 or Level 2 charging. While this work well for single-family homeowners, those in apartments and condos, also known as multi-unit dwellings (MUDs), have increased difficulty. First is the high cost of EVSE installation; a renter or owner has a low motivation to invest in charging technology.
This study explores MUD linked barriers to greater PEV adoption, in the South Bay are of LA County as a case study. The report seeks to support the prioritization of policy tools and seek outreach for MUDs which show high latent PEV demand and a low cost of EVSE installation.
To better comprehend the MUD portfolio of the South Bay area and identify MUD parcels likely to show latent PEV demand, the UCLA Luskin Center looked at land use data from the LA County Office of the Assessor and new vehicle registration information from IHS Auto. Also, we viewed 27 MUD sites with an electrician & reviewed 19 EVSE install process and costs to determine the cost of using home charging in MUD residences & identify potential lower-prices home charging solutions.” We will continue to review their work.
