A UC Davis report indicated that many dealers struggled with selling electric vehicles because they did not truly understand the technology. Many dealers apparently did not properly allocate the time and training for selling these cars. With most major manufacturers now invested in these vehicles, it is likely that the relationships, marketing and financial incentives will begin to accelerate. Counties may place liens on properties to recoup costs of these cleanups.  County code enforcement staff including Rebecca Taylor says Farmer had made a strong effort to remove the waste recently.  That still leaves a large amount of material scattered around the place, from junk cars, and heaps of scrap-type materials and old appliances, scrap tires and more. It was likely that a crew of 3-4 staff need about 7 days to remove all of the excess. OBRC has current relationships with the state’s various breweries so the potential for higher collection volumes gives this pilot an advantage for likely success. While various breweries already allow guests to bring in large growlers for refilling, the option isn’t widely adopted for different bottle types.

Reverting to the model of refillable bottles common for beer and soda makers, could assist recyclers that have been struggling to deal with mixed-quantities of glass. The market for glass among manufacturers remains high in some states, but the continuous shift to one-stream has led to reduced quality and mixed colors are less valuable. Some organizations, like Alpine Recycling in CO, invested in further advanced sorting equipment to resolve these issues. A rather disturbing report posted on Waste Dive by Cole Rosengren on Decemaber 21, 2016 tells us the following: “New research from the Rochester Institute of Technology indicates that nearly 22M lbs. of plastic trash are entering the Great Lakes from the U.S. and Canada per year. Nearly 1/2 of that plastic is ending up in Lake Michigan, followed by Erie, Ontario, Huron and Superior. The amount of plastic in Lake Michigan equals roughly 100 full-sized swimming pools filled with plastic bottles. Unlike in the ocean, many of this scrap are carried to shorelines by windy conditions & currents. Approximately 80% of the junk found on the many beaches are comprised of plastic.  This report, which will be posted in the Marine Pollution Bulletin, claims to be the only full-scale look at this plastic waste in the Great Lakes. The many computer generations that were used to follow these materials found that cities like Chicago, Toronto, Elyria/Cleveland and Detroit seem to be contributing to the dilemma and often swap each other’s waste on their shores as a result. Like plastics in the ocean, much of this material was created to be too small for easy capture and attempted measures onshore are currently seen as the greatest options.

Such events include anti-litter campaigns, street washing operations and more collection determinations at the source. Baltimore now has (2) “trash wheels” which collect waste from its nearby harbor and (2) Florida cities have even invested in automatic waste collection boats to maintain cleanliness. These attempts can catch big items before they break down into lesser pieces, but many environmental groups think the clear answer is to switch packaging materials to limit the amount of plastic ending up in canals at all. While the scale of this problem in the Great Lakes may appear large, the quantity of plastic debris ending up in the world’s oceans is amply larger. The cleanup efforts are working toward introducing a prototype that can capture much of this scrap next year & companies are getting better with making products from alternative material. This means that an increase in tonnage for those like LRC, and also overloaded Chicagoland’s product recovery site capacity. LRC, which controls almost 1/3 of the region’s material, before was paying millions each year to dump waste at landfills. Tipping fees in the region cost, approximately, $50/ton, and do across the US. LRC’s solution to the problem is to build a thriving materials gathering facility, or MRF, with the best equipment. The $8.5M project obtained a $1.5M below-market credit from the Closed Loop Fund recently, along with extra financing from Comerica. This facility will process recyclable & non-recyclable plastics into a variety of viable end products. Also, the companies plan to construct an adjacent facility for $200M that will convert lower-value scrap that can’t economically be recycled into a fuel for the transportation markets.

U.S. Rail Corp.is expected to transport about 1,500 tons of plastics each day. Don Willis, who will manage the recycling side of the project, says the higher value plastic scrap will be recycled & sent to end markets such as the vehicle industry. The low value & zero-value plastic processed there will be transported to an energy facility on a conveyor. Steve Hogan, the president, says they decided to have the site in because of its closeness proximity to consumer plastics. The total capital investment for the project is $303M. The IN Economic Development Corp. (IEDC) offered GEP Fuel & Energy Indiana up to $2M in performance-based tax subsidies on the company’s job creation efforts. Most of the plastics that will be handled and used will be recovered from auto shredder residue (ASR). Hogan thinks the the recycling center will accept 1M tons of ASR annually, about 40 rail cars each day. Willis says the bulk of the ASR will be shipped on rotary cars. Recycling will include magnets & eddy current separators. Green Machine will be the maker of the sorting line.

In a statement, Jim Schellinger, president of the IDEC, said they were pleased they chose to locate here in Indiana. Indiana’s boasts low-cost, low-tax, decreased-regulation business environment. Hogan further added that it has taken the company 3.5 years to select the right technology for the site, supplied by Foy Group Ltd., a partner on the energy side of the project.” The complete article is available here.

To bring this project to a reality, SPI is associating with the Automotive Recyclers Association (ARA), Manassas, Virginia; Automotive Recyclers of CA, London, Ontario; Canadian Plastics Industry (CPIA), Ontario, and various other plastics & auto recyclers. The goal of the ELV Recycling Demo Project is development of a means of collecting and recovering polypropylene (PP) and thermoplastic Olefin (TPO) auto components in a manner which demonstrates tech and economic viability.

About 12 to 15M cars are scrapped annually in the U.S. The typical lifespan of a vehicle is approximately 11 years and increasingly the vehicles are made of more plastics. Factors such as usage of plastic to lessen the weight of cars helps meet increased Corporate Average Fuel Economy (CAFE) requirements & the design flexibility afforded by plastics which are moving the increased use of plastics in new auto design. Li-Ion and Ni-Cd batteries didn’t reach the 80% disposal rate until after 11 or 15 years respectively. Alkaline batteries will last (15+) years. Also, the rate of which batteries are used in all consumer products is definitely increasing. As a result of this trend, the statistics will be different from what has been designed.

Over the next few years, the battery classification is going to change quite a bit in sales and mix. The amount of single-use batteries sold in the US is likely to decline, while rechargeable batteries are believed to surge. Process specific surveys were distributed to two types of material collection operations, vehicle dismantlers and downstream separation systems (DSSs), as well as metal recovery operations (i.e. alternate smelters and re-melters) in order to evaluate the percentage of aluminum metal unit loss & process material flow quantities through the entire recycling pipeline of the commodity.

The quantities of material pushed through the system that makes it to the entrance of a new life cycle is not equated to an input value to the PMFA system since ELVs and auto aluminum scrap are exported often and these values are not tracked & measured for the full market in the US. This study doesn’t use a mass-balance analysis. The volume of ELVs that retire on an regular basis is only employed here to determine the span of the market share of each survey respondent and the portion of the respondents as a whole. The NRCAC met recently and voted that the center needs to be relocated.

The result is that rock aggregate (RA) has become costly and problematic to obtain in many sites. TDA has many benefits that make it an excellent option to rock aggregate for drainage projects. TDA has higher permeability than drain rock aggregate and is much lower weight. Rather than potentially stirring up environmental problems by mining or producing rock aggregate, usage of TDA reuses a scrap product and keeps junk vehicle tires out of landfills. TDA may perform better than rock aggregate and in most instances does so at a reduced cost. TDA has been used successfully as a substitute for RA in drain fields for over 20 years in numerous states including AR, CA, CO, GA, IA, KS, NM, NY, NC, SC, TX, VT, and Virginia.

The push for the use of TDA has been largely financail. Depending on the operation and transportation expenses, construction savings for drain fields can fluctuate 10 to 90% when TDA is used in place of RA. Because the density of TDA is about 1/3 of that of gravel, only 1/3 of the tonnage of TDA is needed for the same size drain field. Many reports have indicated the extensive biological activity found in TDA media leach fields. Generally, these studies have shown that TDA fosters a healthy population of bacteria & other organisms that offer active biofilm treatment of the organic portion of the leachate in systems. The design of a leach field structure is quite similar to a project using traditional rock or gravel. The primary difference would be shifting the design to account for the variance in the engineering properties of TDA.

After excavation to create trenches for the leach field, the TDA would be utilized as a substitute for RA backfill. Since the TDA treats wastewater, the material should be clear of any contamination that could merge into the surrounding soil or groundwater. A separation block is used in leach site construction between the RA and the soil. The barrier is often made of treated paper for conventional RA systems; however, because the protruding wires in TDA could tear the paper, geotextile fabric is a solid alternative.” The full report is available here.

The Society for Testing & Materials (ASTM) has outlined the practices for usage of scrap auto tires in civil engineering applications and describes the material as pieces of scrap tires that have a simple geometrical shape and are usually between 3-12” in size. TDA is made by treating tires with a shredder machine that uses rotating cutting shears and a conveyor and screening system. Shears (which have been sharpened) are needed to produce clean cuts without residual amounts of exposed wire. The 1st pass through the machine produces rougher shreds. Additional passes through the shredder and a screen system break the material down to smaller pieces. The overall principle holds that the smaller the material to be produced, then the more shredding is necessary. While there are many TDA vendors and many various process configurations, it is the responsibility of the user to ensure that the TDA material delivered meets the desired specs.

Coordinating with vendors to have steady supplies and compliance with the specs is a critical part of the project development process. Vendors usually produce a variety of shredded tire products to match demand and don’t typically maintain back-stock of material. Researchers measured this against factors in virtual body fluids representing digestive fluids, lung fluids, and perspiration. They found that PAHs were routinely below detection limits, and SVOCs were too low to quantify. Some metals were detected, but researchers said the concentrations were low and likely wouldn’t cause health issues.

In 2013, ChemRisk led a review for the Rubber Manufacturers Association to gauge the health & eco-concerns associated with the use of recycled scrap rubber on playgrounds & sports fields. While some of the ingredients used in tire manufacturing are considered to be possibly hazardous to human health, the potential for an athlete or childs exposure is very low. After reviewing studies from both supporters and opponents of crumb rubber, ChemRisk concludes that no adverse human health are likely to result from reusing tire material.

Al Garver, president of the Synthetic Turf Council, says STC encourages the calls for more technical studies and testing. Auto recyclers & rubber manufacturers thin science is on their side. Recently in Edmonds, WA, they put an 18-month hold on installation of new fields made with the rubber infill from scrap tires. Patrick Doherty, of the city’s economic development & community services, says new field construction was underway when people learned the new field would have this rubber infill, so laborers completed the project prior to the protests to stop the installation. Due to community concern, other such projects were halted. Communities and organizers have a right to weight their options whether to use crumb rubber or something else on their fields. I think all diesel powered passenger cars are about to fade away rather than burn out. The TDI versions of the Jetta, the Passat and the Touareg are excellent vehicles; the diesel motor means lots of lower-end power, generally expressed as torque. To the average person, that equals rapid acceleration. Then there’s the excellent fuel economy: By 2015, cars such as the VW Passat TDI were getting estimates of 45 MPG on the highway from the Environmental Protection Agency (EPA) — that fuel economy is close to what hybrids get. The problem is that diesel engines added cost to the purchase price of the car — for a Jetta, it was about $2,500. VW’s gas-powered engines (often called TSI) have been slowly gaining ground on the diesels in terms of power & fuel economy for years now.

Compared to the non-turbo powered cars, the TDI cars were amazing, fun, fast, plus they got spectacular fuel-economy. Jump ahead a few years, and the 2016 Jetta with a 1.4-liter turbocharged engine is good for 33 mpg in combined city & highway driving, or 28 mpg city/40 mpg hwy. The turbo-versions of cars like the Passat and Jetta are actually fun to drive, with plenty of power. In the Passat, the 1.8L turbo-charged engine is 170 horsepower. The rest of us are starting to see that maybe diesel engines aren’t the miracle we thought. Diesel powered Peugeots and Hyundai’s have been leading drivers all over the world down this path for decades, focusing on CO2 emissions and MPG. Some of the particulate matter that the diesel powered cars emit aren’t eco-friendly. France is slowly beginning to phase out diesel cars, and the mayor of London thinks that an additional tax for diesel vehicles is a good idea because of the pollution. On May 25, 2016 Marc Gunther of Green Biz authored an article titled ‘Is automobile fuel economy hitting a dead end’ with the following information: “Five years ago, Barack Obama announced an agreement to boost fuel economy & reduce greenhouse gas emissions for cars and trucks; the goal is by 2025 to have average fuel economy of 55 MPG. The prediction that these rules would save over a trillion in overall fuel costs. The government attempt to curb climate emissions & oil imports is strong. The government’s calculations take into consideration adjustments & credits from electric cars, flex-fuel vehicles, energy-efficient air conditioning & solar panels. Automakers get credits for exceeding the standards in which can be banked & traded, creating a million dollar market.

Cheap gas makes it hard to achieve fleet-wide efficiency and emission reductions because the sales of trucks & SUVs are surging. Perhaps most important, the rules are to be reviewed during a mid-term evaluation that begins in June and concluded in April 2018, long after the next president can influence the policy. At stake is nothing less than Obama’s legacy regarding climate change. Manufacturers have introduced lighter materials, turbo engines, new transmissions, additional smaller engines and more aerodynamic options. These improvements may still fall short of the administration’s projections.

In the US, the fuel economy for all cars and light trucks from the 2014 model years was 24.3 mpg, according to EPA, using the mileage estimates. But for CAFE purposes, the average for 2014 was about 31 MPG after all the regulatory credits and adjustments were considered. The good news: That 24.3-mpg average is the highest level recorded, up by about 26% since 2004. The not-so-good news:  it was the same from the 2013 model year. That’s because fuel prices began their large decline through 2014. Since then, predictably, buying patterns dwindled among small cars, hybrids & electric vehicles and toward SUVs & trucks. This has slowed the fleet-wide progress even as most cars have become more fuel efficient.

One reason consumers choose gas-powered engines over alternative powertrains, such as hybrids, is that gas-powered engines have become more efficient. But another reason, according to the Safe Climate Campaign, is the $15B in advertising spent from the auto industry that year.

Chrysler has been Tesla’s biggest customer. At first glance, it may seem peculiar to have Chrysler buyers subsidize the purchases of Tesla’s $100,000 luxury cars, but that’s the way CAFE is designed to work. The idea is to penalize companies that sell less-efficient vehicles, reward innovation, and reduce the price of cleaner, more efficient cars.

The standards require fuel consumption and emissions to fall by about 50% of 2012 levels by 2025. When mid-term review of CAFE begins this summer, automakers are expected to seek credits for safety improvements, such as autonomous braking, which, in theory, will prevent accidents, reduce congestion and thus save energy & limit emissions. Environmentalists want tougher rules. Would it be easier to impose a price on carbon or raise gasoline taxes? This would steer consumers to buy more efficient cars, drive less and walk, bike or take public transport instead. By contrast, CAFE doesn’t account for the so-called “rebound effect”, that some efficiency gains are offset by more usage. The US Environmental Protection Agency tells us the following about these types of wells. “What is a motor vehicle waste disposal well? A motor vehicle waste disposal well (MVWDW) is a shallow disposal system that receives fluids from vehicle repair or maintenance activities in shops. MVWDW’s are regulated as Class V injection wells. Typical MVWDW’s are floor drains or sinks in service areas that connect to a septic system or dry well. However, any underground system that receives such waste is considered to be a MVWDW. For example, cesspools, catch-basins, and sink holes are considered MVWDW’s if they receive motor vehicle waste.

During normal vehicle repair and maintenance, fluids such as engine oil or solvents may drip or spill into floor drains or sinks in service areas. Motor vehicle wastes include:

  • Engine oil
  • Transmission fluid
  • Power steering fluid
  • Brake fluid
  • Antifreeze
  • Solvents
  • Degreasers

If you dispose of these fluids through a MVWDW, they may contaminate ground water. Therefore, EPA maintains regulations regarding these in efforts to avoid water contamination. What are the requirements for closing a MVWDW? If you must close your well, you must do so in a way that prevents contamination of ground water. Contact your permitting authority to find out if there are any additional requirements. In closing your well, write to your permitting authority at least 30 days before. First, ask what information you must provide; next, you may be asked to fill out a pre-closure notification form or letter saying you plan to close the well.

Permanently plug or otherwise close the well in a way that is approved by the permitting authority and that ensures ground water is protected. Dispose of or manage any soil, gravel, sludge, liquids, or other materials removed from your well or the area around the well according to all federal, state & local requirements. Your permitting authority may have additional requirements for well closure. Before closing your well, contact the authority for guidance. On Feb 17, 2016 a story compiled by Kristin Leigh titled ‘Auto shops accused of dumping waste into local creeks’ on fox13memphis.com reported the following: “A local tire recycling site is accusing auto shops of contributing to the problem. FOX13 received a complaint about blight and litter on Hwy 51 in Nonconnah Creek. Tires, used auto scrap, full trash bags and waste is scattered along the creek’s banks. The dumping site is across the street from Liberty Tire Recycling Center. Kristin Leigh asked employees at the facility if they know who is contributing to the problem. Calvin Johnson, an employee at the facility, says auto shops don’t want to pay the fees to dump tires at the facility, so they illegally dump them throughout the city.

The City of Memphis & Liberty Tire Recycling work together to give shops a place to dispose of these items. It costs $10/ton to use the facility. The Liberty contract with the city requires that the company keep track of businesses that use the facility, and inform the city. Employees at Liberty say city officials can figure out what businesses may be dumping illegally via process of elimination. FOX13 provided the city with pictures of the dumping ground and officials will investigate. Arlenia Cole, a city spokesperson, says the city has workers focused on cleanup efforts and Public Works is cleaning these sites while discouraging such activity by utilizing enforcement strategies. Cole says the city spends more than $2M each year removing illegally dumped items. Illegal dumping violators face arrest and fines, in addition to restitution, employees at Liberty say violators aren’t held accountable. This is actually our second installment discussing the recycling of scrap related automotive fluids. Initially, we reviewed antifreeze and in this segment we unearth information on old motor oil. First, we look at data from the American Petroleum Institute at recycleoil.org as follows: “It is relatively common for people to recycle paper, glass and metals. The recycling of petroleum products is less well known confusing, thus regulators & agencies have communicated with businesses the need for recycling used oil and with individuals who work on their cars at home. These individuals generate quantities of used petroleum products that need to be recycled. Many individuals who are unfamiliar with the importance of recycling used oil are unconsciously harming the environment by throwing it away with their normal garbage or emptying it into storm drains. Such actions, especially emptying used oil into storm drains, can cause harm to the environment. One gallon of used oil can contaminate 1 million gallons of water.

Recycling your used motor oil keeps it out of our water; which means keeping it out of our drinking water, beaches, and away from wildlife. Recycling used oil allows us to continue to enjoy what many of us take for granted every day – clean water. There are many practical uses for used motor oil; a primary use is to re-refine it into a base stock for lubricating oil, which is similar to the refining of crude oil. The re-refined oil is of as high a quality as a virgin oil product! A secondary use of the oil is to burn it for energy. Industrial boilers can burn the used oil with minimum pollution; some used oil is sent to power plants or cement kilns to be burned as fuel. Small quantities of used oil are burned in specially designed heaters to provide space heating for small businesses.

What is the best way to store used motor oil before recycling? Be sure to store your used motor oil in a container that will not leak – many people use milk jugs with a secure cap. Do not mix other substances like antifreeze or transmission fluid with the used oil. Store it away from children and sources of ignition.” The complete report is available at this link.

Here in Columbus, the city has instituted a ‘Watershed Management Program (WMP)’ discussed on their website at Columbus.gov with the following details: “A high quality water supply source allows us to provide Columbus area residents with excellent drinking water at a reasonable cost. Our WMP works with the Recreation & Parks Department to protect water supplies by managing the reservoirs and adjacent land at our (3) drinking water reservoirs. SWACO contracts Environmental Enterprises Incorporated (EEI) to offer free residential recycling for HHW. Hours at the Household Hazardous Waste (HHW) Center have been expanded. An extra day has also been added for the convenience of residents of Franklin County. Residents can bring their old lawn chemicals, paints strippers, acids, insecticides, etc. for recycling and/or environmentally safe disposal. Disposal of oil based paint is available at no charge. Antifreeze is the first potentially toxic fluid from salvage cars that we will cover. The US EPA tells us the following in their Common Wastes & Materials section of epa.gov: “Antifreeze is a substance added to a solvent, such as water, to lower its freezing point. It is usually added to water in the cooling system of an engine so that it can be cooled below the freezing point of water without freezing. Ethylene glycol is the most common automotive cooling-system antifreeze, although methanol, ethanol, isopropyl alcohol, and propylene glycol are also used. The brine used in some commercial refrigerators is an antifreeze-type mixture; it is typically a solution of calcium chloride or propylene glycol. Antifreeze can be toxic to humans & animals; it contains heavy metals such as lead, cadmium, and chromium in high levels to potentially be regulated hazardous waste. Most states regulate antifreeze disposal; it should not be dumped on land or discharged it into a sanitary sewer, storm drain, ditch, dry well, or septic system. Used antifreeze can cause serious water quality problems.

Conventional antifreeze lasts about 2-3 years. Alternate chemicals in extended-life coolants allow it to last 5 years or up to 150K miles. Recycling used antifreeze makes sense for two reasons: 1) It is cost-effective, and 2) It saves resources. Ethylene glycol, the primary ingredient, is produced from natural gas, which is a finite, non-renewable resource. For companies that use a lot of antifreeze, like automobile repair shops, setting up an antifreeze recycling program can reduce costs and lessen the amount of new material they buy. With technology, businesses are recycling antifreeze on-site and reconditioning it at a much lower cost than purchasing it new.

Antifreeze recycling involves two steps:

1. Removing contaminants such as oils & metals either by filtration, distillation, reverse osmosis, or ion exchange.

2. Restoring it’s properties with additives; these chemicals raise and stabilize pH, inhibit rust & corrosion, reduce water scaling, and slow the breakdown of ethylene glycol.

New technology lets generators of spent antifreeze recycle antifreeze on site by removing contaminants and reconditioning it with additives, at a cost that is significantly lower than the cost of purchasing new antifreeze. Another option for recycling antifreeze includes power flushing the radiator, restoring the coolant, and topping off the vehicle with fresh coolant in a closed loop. Recycling saves resources since a primary ingredient, ethylene glycol, is produced from natural gas, a non-renewable resource. The full report is available at this link.

Our next topic looks at making it easier for current electric vehicle (EV) owners to upgrade to the newest in battery technology.

On a January 22nd, 2016 article titled ‘EV Owners Expect Battery Upgrades’ by Steve Hanley on gas2.org, we learned the following news: “Auto executives say cars are becoming more like electronic devices. People want 4G connectivity and to control their cars with apps, wanting to e-mail & text while they drive. People want to be able to send off selfies, sharing them on Facebook. According to Green Car Reports, a lot of people think they should be able to upgrade their batteries, too. Tesla seems to be the only one interested in keeping the software in its cars as current as possible. It routinely does software updates and earlier this month rolled out an update enabling its cars with ‘Autopilot’ to park themselves and re-emerge when summoned.

But even Tesla has not thought of allowing upgrades to their batteries after the cars are built to customers. Early Model S sedans may have 60 kWh batteries, instead of the 70 and 90 kWh batteries that are now available. Tesla did put together an upgraded battery for its 1st car, the Roadster, but it cost $29,000. Denise Gray, CEO of LG Chem Power, wonders why manufacturers equip their cars with big, heavy, and expensive batteries designed to last for ten years. Gray thinks it would make sense to utilize smaller, lighter, cheaper ones that would be replaced with newer models every few years. Back in the dawn of the computer age microprocessors were upgraded at a pace that was so fast, new computers were obsolete by the time customers got them home from the store. EV batteries are improving all the time. Most manufacturers’ business models are selling as many new cars as possible, not keeping current with new technology for older cars.

A factor that depresses the market for used EVs is buyers feel stuck with old technology. If there were a model that allowed the easy swap of batteries for newer ones, the old batteries could be reused for electricity storage. Rather than owning batteries that become obsolete, drivers would rent the batteries, selecting a power & range they need.  Manufacturers could design cars with swappable batteries; new cars would cost less & invigorate the move to electric cars.” The full article is available at this link.

This situation may correct itself, as automakers will increasing create smaller, more efficient, yet more powerful batteries as EVs as they evolve. The exception would be those who own one of the older EVs that were produced when the concept was still in its infancy. I see a larger and more overlying concern regarding this issue. I can appreciate the desire for upgrading a battery to extend the vehicle’s range; however, increasing the power to facilitate the addition of more electronic components leads to more distracted driving. It seems we need to reduce distractions for those on the road, which are abundant as follows:

  • Making music selections and adjusting the volume
  • Entering a destination into their GPS
  • On a phone call or reading or responding to a text message
  • Modifying the heat or A/C temperature
  • Yelling at their kids, who are using noise-making handheld devices
  • Checking out their appearance in the mirror
  • Receiving an alert from their radar/laser speed trap detector
  • Smoking a cigarette
  • Adjusting the power windows, front or rear wipers and heated seat levels
