A February 9, 2017 article by Cole Rosengren on Waste Dive discusses an innovative recycling process. “The OR Beverage Recycling Cooperative (OBRC), which operates the container deposit program, is launching a pilot program to gather glass bottles to be refilled by breweries.  The initial phase is expected to begin in 2 years and focuses on larger bottles. Once they expand the volume of “BottleDrop” redemption stations across the state it could gather more than 2M bottles annually. Since OBRC already has a $34M budget and 250+ employees to run the state’s deposit program, it’s in a good spot to host a pilot on this scale.  The redemption rate will be heightened to ten cents beginning in April as part of efforts to improve rates of return. OBRC has current relationships with the state’s various breweries so the potential for higher collection volumes gives this pilot an advantage for likely success. While various breweries already allow guests to bring in large growlers for refilling, the option isn’t widely adopted for different bottle types.

Reverting to the model of refillable bottles common for beer and soda makers, could assist recyclers that have been struggling to deal with mixed-quantities of glass. The market for glass among manufacturers remains high in some states, but the continuous shift to one-stream has led to reduced quality and mixed colors are less valuable. Some organizations, like Alpine Recycling in CO, invested in further advanced sorting equipment to resolve these issues. Last year, a lengthy list of companies from the beverage & waste industries also created the U.S. Glass Recycling Coalition and has been working with states developing new solutions. Meanwhile, a group of local municipalities have ceased their collection of these the material until local markets improve. The newest additions to the list are New Orleans and Knoxville.”  The complete article is available here.

In the June 14, 2016 edition of Recycling Today an article titled ‘Michigan Department of Environmental Quality awards $2.9 million in grants for tire scrap projects’ was posted with the following information: “The MI Department of Environmental Quality released an award of more than $2M in grants to help develop future uses for scrap vehicle tires. Recycled junk tires from cars can be shredded up and used in asphalt for roads or in other various manufactured products—even as fuel for energy. When dumped as litter in the local areas, they pose both a fire risk and a human health risk as they become a fertile area for mosquitos to breed.

Governor Rick Snyder’s program to double the state’s residential recycling percentage to 30%. They fund types of projects that provide future uses for old tires: Road projects are now using rubberized asphalt in construction & repair projects to Michigan roadways. Rubber-modified asphalt creates a pavement that is designed be longer-lasting and provide better noise reduction and skid control and visibility in rain and snow. Scrap auto tires used in construction-related projects must come from MI sources.  Research and development is underway to determine better ways to use scrap tire rubber into asphalt and concrete, improving the performance of the materials. Equipment-related developments are escalating for using scrap tires, and find new ways to create several commodities from scrap tires and increasing current product generation. Examples of current products include floor tiling, footwear and rubber-compounded feedstock for injection & blow molding.

In the January 28, 2016 edition of waste350.com Robert Carr authored an article titled ‘Contamination Continues to Hurt Recycling Efforts’ which informed us as follows: “US cities are examining methods to cut back, or even eliminate, recycling programs to save money. Experts say costs could be trimmed if residents were more responsible. Recycling costs are rising across the US. Also, there is less demand for recycled materials internationally & low oil prices lowered costs of making new material. One problem is too much garbage in with the recycling clogs sorting facilities & requires more labor to remove.

David Biderman, CEO @ Solid Waste Association of NA, says governments are evaluating recycling & making cuts to respond to the cost. Residents clog up the recycled waste stream with non-recyclables. Most Americans support recycling efforts, but what can or can’t be recycled puts the wrong materials in the stream. Processing facilities have a high amount of non-recycling waste, and it costs time to remove the materials and the rates get passed on to the cities. Curt Bucey, VP @ Strategic Materials, says municipalities have raised rates for the high costs to haul glass and it’s not being collected properly. Haulers were able to balance the glass costs with returns from materials such as cardboard, paper & plastics. China, a former big customer for cardboard, pulled back & lower oil prices dropped prices for plastics. A solution between haulers & cities are needed to challenges when creating waste removal bids. Haulers need to be upfront about increases if glass is not kept separate. Better educational materials could be used to encourage residents to separate their waste. Chicago tries to communicate bad recycling choices by a sticker system; if a waste hauler sees non-recyclable material in a resident’s bin, the hauler will place an orange warning sticker on it.” To read the article in its entirety, visit this link.

In another related Associated Press article, we were told the following: “A review of city records shows Austin received under $3 million for its recyclables, as processing costs were around $4.8 million. The city lost $1.9M last year and a $2.7M in the two previous years as recyclable materials have fetched less on the open market than the cost to process them. The Austin American-Statesman reports that if residents recycled more, it would be easier to profitably sell a higher volume of material locally, rather than ship it elsewhere.” The complete article is at this link.

I took it a step further to understand the junk and scrap related financial disaster in Austin. According to the city website austintexas.gov the monthly costs for residents are as follows, based on the size of garbage container needed[1]:

  • 24-gallon $16.90
  • 32-gallon $18.15
  • 64-gallon $23.30
  • 96-gallon $41.85

Personally, I’ve filled my approximately (50) gallon container in a week, therefore, a family of four would likely need the 96G unit for the $42 monthly cost, which seems reasonable. In addition, the add on other fees including: Extra bags of trash that do not fit in your trash cart with the lid closed must be placed next to the trash cart & tagged with an Extra Trash Sticker, which can be purchased at for $4 + tax. Extra bags without a sticker will be charged a per-bag fee of $9.60 + tax. Next, all residents in Austin, including homes, apartments, condos, pay a monthly $7.65 Clean Community Fee for services that keep Austin clean. To full webpage is at this link.
