Josh Baugh posted an article titled ‘Trash found in recycling bin will result in a $25 fine’ in the July 6, 2016 edition of the San Antonio Express News with the following info: “Over the past few days, the 300K+ residential customers of the city’s Waste Management Department have received letters explaining that they could face fines of $25 for placing trash in the blue recycling units. Residents who put trash in these bins could see fines in their monthly CPS Energy bills. There was some outrage on social media.

About 45% of the department’s customers now have green cans for organics, and rollout for that program will be completed by mid-2017. In order to become more environmentally responsible, the city has set a goal of diverting about 60% of waste from landfills by 2025. This means increasing the amount of the items which can be recycled. Organic materials like grass and tree branches go into the green carts (you can also put cardboard boxes in there). Those organics are turned into mulch. Plastics, papers and others with the “recycle” emblem go in the blue cart. Trash that can’t go in the blue or green carts goes into the brown. Like your hypodermic needles, full bags of trash, dirty diapers etc. The people in charge of sorting recycling materials from the blue carts have found several shark heads and deer carcasses. The sorting crews are also pulling hundreds of lbs. of dirty diapers each hour from the recycling stream. About 23% of the recycling items are contaminated, and the city wants to be at less than 15%.

Waste-management workers have been trying to educate residents on which bin to use for these discarded items. Councilman Rey Saldaña says the city has taken the “carrot-and stick” approach in attempting to reduce recycling contamination — which both spoils loads of otherwise recyclable material & poses health hazards for the employees sorting the trash. The councilman says the issue isn’t relegated to a certain side of town — it seems to be occurring everywhere. Inspection teams have been working to identify problem carts & inform their owners. They will be getting a warning in the form of a hang-tag on the bins. Inspectors will then re-check whether the problem persists. If they’re repeatedly using their blue carts for improper items, then they will document the infraction — with pictures and a letter. Fines will be added on to monthly bills.

City leaders say they’re not targeting the customers who accidentally place the wrong kind of plastic in the carts. They’re going after the people who are dropping loads diapers, animals and other items that clearly are not recyclable. Some people have stated they won’t pay a fine for items that someone else may place in their bins after placed on the curbs. Tiffany Edmonds, a spokesperson for the waste department, suggests that people who are concerned that this may occur should put their trash out on the morning of their pickup. The $25 fines won’t generate much revenue for the department, Edmonds said. The fines cover the costs of sending out a garbage truck to pick up the contaminated loads.. Saldaña said he knows people will make occasional mistakes. Occasionally, we’ll put something in the wrong bin. Those people should not expect to be ticketed.” The full story is available here.
