Mayor Linda Tyer submitted a petition that adds verbage to the junk vehicle code indicating any vehicle lacking a valid inspection label would be illegal to house on properties beyond 48 hours. The petitions where presented to the Ordinance & Rules Committee without discussion, the initiative was okayed to return to the full council. The Fire Dept. apparently has issues in the past attempting to cite owners for storage of junk cars. The cities code has prohibited owners from retaining them for a period exceeding 48 hours. All abandoned, wrecked, junked, dilapidated, non-functioning or unregistered vehicles, unless they maintain a junk dealer license.

The law did not apply any restriction on an auto that may be registered & still running but has an expired or otherwise sticker that is not valid. These citations are customarily given to land owners storing several junk vehicles on the premises. Citations for those violating the ordinance are $50 for the 1st offense, $100 for the 2nd, and $300 for the 3rd. It is unlikely that the Fire Dept. would be delivering citations those circumstances. Inspections are to instruct property owners and citations are a final resort. And it is not likely that the inspectors would be searching around the city for markers on simply a vehicle or two in a driveway.

To stay current those inspection stickers still need to be valid. The alteration is small but it is not the 1^st time this year that the order has been issued. One scrap site in Westfield has the cars are parted out & resold. Fire inspection team brought them before the Board for buying & selling old vehicles without a car dealer license. The board finally determined that it was not in violation of state law since the parts were not being sold from the Pittsfield site since the purchases were all for scrap vehicles that the license properly covered and the vehicles are not the sole business. In 2015, the junk vehicle rule inspired charges against former candidate for mayor Craig Gaetani. He was alleged to have threatened a woman in the Fire Dept’s inspection bureau about a case of scrap vehicles. In that particular circumstance he supposedly called requesting the dept. to remove junk vehicles that were illegally positioned on a property he owned and the exchange got heated — leading to criminal charges.” The complete story is available here.

A July 9, 2016 article in the New Haven Register authored by Luther Turmelle titled ‘Electric vehicle program in Connecticut gets infusion of cash’ told us the following: “A Connecticut-based incentive program to encourage more purchases of electric vehicles is getting a new flow of cash. According to Rob Klee, commissioner of the state Department of Energy & Environmental Protection, The CT Hydrogen & Electric Automobile Purchase Rebate (CHEAPR) program is getting $1M.

Klee says it’s the perfect time to think about the advantages offered by EVs. One of the larger advantages is the rebate available which offers up to $3K for those who buy or lease an eligible vehicle. Without the new funding, the CHEAPR program was projected to run out of money by July. The CHEAPR program was launched in May 2015 using state funds as part of an agreement to allow Northeast Utilities to merge with MA-based NSTAR and form what is known as Eversource Energy. A 2nd wave of money from the state’s merger agreement with the utilities was in addition to the incentive program.

Since its launch, the program delivered just over $1.5 million for the purchase or lease of over 600 new vehicles. A total of 159 fully electric vehicles such as the Nissan LEAF, as well as 467 plug-in style cars that have range extending or hybrid capabilities such the Chevy Volt were sold. David Stevens, owner of Stevens Ford, said he was pleased to hear that CT was offering additional funding to the program. Stevens Ford is one of the many dealers offering vehicles in the program.

Rich Ogurick, chairman of Cheshire’s Energy Commission, says locating a charging station, which has outlets for (2) vehicles, was difficult. Eric Richter, VP of Property Management for Philips Edison, said they plan to install fifty of these in the next year. Richter says that those who already have EVs can recharge their cars at zero cost for the next (3) years if they use the station outside Big Y.

The incentive program is administered through the EVConnecticut, an agreement between DEEP and the state DOT. The vehicle rebates from the CHEAPR program function on a sliding scale. The maximum rebate amount of $3,000 is available for lease or purchase of EVs with the best battery capacity. Other offerings include $1,500 and $750 for electric vehicles that travel shorter distances. Over (400) people took loans borrowing against their cars, which included high interest rates from 161% to 251%. The amounts of the loans ranged between $1K-5K and are secured using customer’s vehicles. Vehicle title loans aren’t permitted in MI, as they have high rates & risk of losing one’s car. This company does business as Vehicle Liquidation, Auto Loans, Car Loan, Sovereign Lending and more. Those with these loans who had their vehicle repossessed should contact the Michigan AG Office, who is working with the Secretary of State & the courts helping consumers with this debt to clear their titles. Schuette says he’d move for a default judgement — which would cancel these debs. A lawsuit alleges that Liquidation provided unlawful such loans and isn’t authorized for business in MI. She wants to require title lenders to have the 36% annual interest cap that applies to other lenders. A report says the title lending industry has exploded in AZ since 2008 to include over 600 lenders. State law says any interest rates over 36% are illegal usury.
