It was confirmed that a vast amount of junk still was located on the property.  The County retained Apex Property Clearing of Albany for removal of the mess. Counties may place liens on properties to recoup costs of these cleanups.  County code enforcement staff including Rebecca Taylor says Farmer had made a strong effort to remove the waste recently.  That still leaves a large amount of material scattered around the place, from junk cars, and heaps of scrap-type materials and old appliances, scrap tires and more. It was likely that a crew of 3-4 staff need about 7 days to remove all of the excess. Dashboard camera and radar detection devices can consume power, and some aftermarket auto starting systems also contribute to reduction. On their website, Nationwide suggests that drivers maintain their vehicle batteries to limit corrosion and better affect their lifespan. Clean the terminals using a toothbrush coated with baking soda & water to clean off the remnants with a liquid bottle and dry with a cloth. The site also recommended tightening batteries by fastening to avoid short circuit breaks caused by impact.  Batteries are ordinarily recharged by the alternator, which runs exclusively when the engine is operating. An article by Cole Rosengren on Waste Dive explained the following: “Columbus City Council chose unanimously approval a new 5-year agreement with Rumpke at their recent meeting, as reported by The Columbus Dispatch. The $45M contract includes picking up recycling, yard waste and scrap and street bins. Senior officials were not happy with the heightened cost; however, the current deal comes to an end very soon and dealing with a service interruption was seen as even worse.  With this ordinance, Columbus continues to negotiate with Rumpke for possible cost savings over the next 6 months. The city’s Dept. of Public Service will further deliver quarterly updates to the council on any progress in reducing expenses.

Companies bidding out the 2012 original deal chose not to do so this time, telling the city that it could be more cost-effective to divide the city into separately bidding zones or splitting up collection from disposal. This new contract allows both Columbus and Rumpke to cancel with one hundred eighty days of notice.  Columbus, OH could approve a new 5-year $44M million agreement with Rumpke for continual collection of recyclables and yard wastes. A sheriff, highway patrol unit or local trustee can send a letter to the power requesting that junk vehicles to be removed or put in a garage within 10 days. According to Terry Bell of the trustee association, property owners simply can refuse to receive the certified letter. A February 9, 2017 article by Cole Rosengren on Waste Dive discusses an innovative recycling process. “The OR Beverage Recycling Cooperative (OBRC), which operates the container deposit program, is launching a pilot program to gather glass bottles to be refilled by breweries.  The initial phase is expected to begin in 2 years and focuses on larger bottles. Once they expand the volume of “BottleDrop” redemption stations across the state it could gather more than 2M bottles annually. Since OBRC already has a $34M budget and 250+ employees to run the state’s deposit program, it’s in a good spot to host a pilot on this scale.  The redemption rate will be heightened to ten cents beginning in April as part of efforts to improve rates of return. OBRC has current relationships with the state’s various breweries so the potential for higher collection volumes gives this pilot an advantage for likely success. While various breweries already allow guests to bring in large growlers for refilling, the option isn’t widely adopted for different bottle types.

Reverting to the model of refillable bottles common for beer and soda makers, could assist recyclers that have been struggling to deal with mixed-quantities of glass. The market for glass among manufacturers remains high in some states, but the continuous shift to one-stream has led to reduced quality and mixed colors are less valuable. Some organizations, like Alpine Recycling in CO, invested in further advanced sorting equipment to resolve these issues. Last year, a lengthy list of companies from the beverage & waste industries also created the U.S. Glass Recycling Coalition and has been working with states developing new solutions. Meanwhile, a group of local municipalities have ceased their collection of these the material until local markets improve. This study explores MUD linked barriers to greater PEV adoption, in the South Bay are of LA County as a case study. The report seeks to support the prioritization of policy tools and seek outreach for MUDs which show high latent PEV demand and a low cost of EVSE installation.

To better comprehend the MUD portfolio of the South Bay area and identify MUD parcels likely to show latent PEV demand, the UCLA Luskin Center looked at land use data from the LA County Office of the Assessor and new vehicle registration information from IHS Auto. Also, we viewed 27 MUD sites with an electrician & reviewed 19 EVSE install process and costs to determine the cost of using home charging in MUD residences & identify potential lower-prices home charging solutions.”  We will continue to review their work. In the January 2, 2017 edition of Auto News, Richard Truett posted a story about the demand for auto body workers in Columbus, OH:  “On Monster, the giant national career website, more than 1,000 auto dealers, independent body shops, hot-rod shops and other businesses are running help wanted ads for body-shop technicians. There’s a nationwide shortage of skilled body repair technicians, painters and auto body prep experts that rivals the shortage of service department repair technicians. To help offset the ongoing shortage of body-shop techs, the Collision Repair Education Foundation, a nonprofit organization in Hoffman Estates, Ill., is kicking off its second year of nationwide career fairs aimed at attracting high school and college students.

The fairs, staffed by new-car dealers, body-shop supply companies, independent body shops and suppliers, are scheduled for 14 major cities starting early next month. More fairs are scheduled for the fall. In 2016, each event attracted roughly 200 students, said Brandon Eckenrode, the foundation’s development director. At the one-day fairs, held at schools, training facilities, hotels and other locations, students have the opportunity to meet with potential employers, including body-shop managers, who explain the career path from school to work.

Many students, Eckenrode said, are surprised to learn how much they can make if they become experts at painting cars. “I give students a pep talk when I meet them before they enter the fair and tell them there are people who paint cars that easily make over six figures. But that’s not where you are going to start,” Eckenrode said. Like technician trainees who start out doing menial work such as oil changes and tire rotations, collision-repair students also begin their careers performing jobs that don’t require specialized training, such as prep work that requires removing trim and broken components and cleaning the outside of the vehicle to get it ready for body repairs. In these jobs, they learn how to use tools and how to follow proper procedures.

Although attendance at the fairs has been strong — one held in November in Columbus, Ohio, drew nearly 400 students — the foundation also works with schools in markets it doesn’t serve. “We reach out to schools and ask that they refer any student looking for full-time work. We gather their information and have them create a student resume, which we use to build a database. Then we distribute that to employers,” Eckenrode said.  The foundation doesn’t yet have firm data on the number of students who have found collision-repair jobs through the fairs, but Eckenrode says they are working.  “Part of the fun of my job is that I have met students at 10 a.m. who are unemployed and they walk out at 2 p.m. with several job offers because of the need that is out there.” The full story is available here.

A rather disturbing report posted on Waste Dive by Cole Rosengren on Decemaber 21, 2016 tells us the following: “New research from the Rochester Institute of Technology indicates that nearly 22M lbs. of plastic trash are entering the Great Lakes from the U.S. and Canada per year. Nearly 1/2 of that plastic is ending up in Lake Michigan, followed by Erie, Ontario, Huron and Superior. The amount of plastic in Lake Michigan equals roughly 100 full-sized swimming pools filled with plastic bottles. Unlike in the ocean, many of this scrap are carried to shorelines by windy conditions & currents. Approximately 80% of the junk found on the many beaches are comprised of plastic.  This report, which will be posted in the Marine Pollution Bulletin, claims to be the only full-scale look at this plastic waste in the Great Lakes. The many computer generations that were used to follow these materials found that cities like Chicago, Toronto, Elyria/Cleveland and Detroit seem to be contributing to the dilemma and often swap each other’s waste on their shores as a result. Like plastics in the ocean, much of this material was created to be too small for easy capture and attempted measures onshore are currently seen as the greatest options.

Such events include anti-litter campaigns, street washing operations and more collection determinations at the source. Baltimore now has (2) “trash wheels” which collect waste from its nearby harbor and (2) Florida cities have even invested in automatic waste collection boats to maintain cleanliness. These attempts can catch big items before they break down into lesser pieces, but many environmental groups think the clear answer is to switch packaging materials to limit the amount of plastic ending up in canals at all. While the scale of this problem in the Great Lakes may appear large, the quantity of plastic debris ending up in the world’s oceans is amply larger. The cleanup efforts are working toward introducing a prototype that can capture much of this scrap next year & companies are getting better with making products from alternative material. The petitions where presented to the Ordinance & Rules Committee without discussion, the initiative was okayed to return to the full council.  The Fire Dept. apparently has issues in the past attempting to cite owners for storage of junk cars. The cities code has prohibited owners from retaining them for a period exceeding 48 hours. All abandoned, wrecked, junked, dilapidated, non-functioning or unregistered vehicles, unless they maintain a junk dealer license.

The law did not apply any restriction on an auto that may be registered & still running but has an expired or otherwise sticker that is not valid. These citations are customarily given to land owners storing several junk vehicles on the premises. Citations for those violating the ordinance are $50 for the 1st offense, $100 for the 2nd, and $300 for the 3rd. It is unlikely that the Fire Dept. would be delivering citations those circumstances. Inspections are to instruct property owners and citations are a final resort. And it is not likely that the inspectors would be searching around the city for markers on simply a vehicle or two in a driveway.

To stay current those inspection stickers still need to be valid. The alteration is small but it is not the 1st time this year that the order has been issued. One scrap site in Westfield has the cars are parted out & resold.  Fire inspection team brought them before the Board for buying & selling old vehicles without a car dealer license. The board finally determined that it was not in violation of state law since the parts were not being sold from the Pittsfield site since the purchases were all for scrap vehicles that the license properly covered and the vehicles are not the sole business. In 2015, the junk vehicle rule inspired charges against former candidate for mayor Craig Gaetani. He was alleged to have threatened a woman in the Fire Dept’s inspection bureau about a case of scrap vehicles. In that particular circumstance he supposedly called requesting the dept. to remove junk vehicles that were illegally positioned on a property he owned and the exchange got heated — leading to criminal charges.”  The complete story is available here.

The organization says it plans to invest $100M to build a 450K-sq.-foot recycling site there. Construction on the venture is expected to begin by the 1st quarter of 2017. This facility will process recyclable & non-recyclable plastics into a variety of viable end products. Also, the companies plan to construct an adjacent facility for $200M that will convert lower-value scrap that can’t economically be recycled into a fuel for the transportation markets.

U.S. Rail Corp.is expected to transport about 1,500 tons of plastics each day. Don Willis, who will manage the recycling side of the project, says the higher value plastic scrap will be recycled & sent to end markets such as the vehicle industry. The low value & zero-value plastic processed there will be transported to an energy facility on a conveyor. Steve Hogan, the president, says they decided to have the site in because of its closeness proximity to consumer plastics. The total capital investment for the project is $303M. The IN Economic Development Corp. (IEDC) offered GEP Fuel & Energy Indiana up to $2M in performance-based tax subsidies on the company’s job creation efforts. Most of the plastics that will be handled and used will be recovered from auto shredder residue (ASR). Hogan thinks the the recycling center will accept 1M tons of ASR annually, about 40 rail cars each day. Willis says the bulk of the ASR will be shipped on rotary cars. Recycling will include magnets & eddy current separators. Green Machine will be the maker of the sorting line.

In a statement, Jim Schellinger, president of the IDEC, said they were pleased they chose to locate here in Indiana. Indiana’s boasts low-cost, low-tax, decreased-regulation business environment. Hogan further added that it has taken the company 3.5 years to select the right technology for the site, supplied by Foy Group Ltd., a partner on the energy side of the project.” The complete article is available here.

NBC News 10 WHEC delivered two stories this week regarding NY motor vehicle inspectors as follows: “This week’s power outage effecting the DMV’s inspection system appears to be up and running again. The system began to come back online after frustrations were plentiful within auto shops & for auto owners. Many of those with expiring inspections were attempting to take care of business and were told they would need to return. At My-Tee Auto, his mechanics were unable to connect to the state’s inspection system.

The system is designed so that you cannot keep doing inspections and filing them with the state later on. They had to turn away customers. There were similar headaches over at East Ave. Auto. Apparently no one was able to get any answers from the Department of Motor Vehicles.  The main help line at the state was down, nobody could get through.  The DMV did call back to say the inspection system is administered by a third party named Opus. Finally at 5 pm, Opus felt that the problem had been corrected. People obviously depend on them for inspections of their cars, and they (in turn) then depend state’s system for process completion. According to the auto shops, this is not the 1st instance of this happening, yet was the lengthiest the system has been down. While the DMV thinks the issues have been repaired, it may be best to call ahead to make sure everything is going smoothly again. The full article is available here.

Governor Andrew Cuomo approved a new vehicle check during yearly state inspections. The Senate passed a rule requiring auto inspection sites to verify if a vehicle’s windows are tinted beyond 70% of the outside light threshold. Cuomo gave approval to this new auto check, stating that if windows are too dark, the vehicle will now have failed an inspection.”

On November 27, 2016, Greg Gardner of the Detroit Free Press wrote an article with these details: “The trend toward easy credit and longer auto loans terms has left a record number of consumers trading in cars that are worth less than what they still have due on their loan. This situation is commonly referred to as “being underwater” or “upside down” on your loan. They already are having some effect as automakers heighten incentives and sub-prime lenders watch their delinquency rates. In 2016, a record 32%, or nearly 1/3, of all vehicles involved in trade-ins at U.S. dealers belong in this category. When the consumers go to purchase a new vehicle they must add the deficit between their loan balance and the vehicle’s value to the price of the new vehicle they wish to buy.

The lowest the “underwater” percentage has been historically was near 14% in 2009, amid the Great Recession when credit was hard to obtain. Previously the high was 29% in 2006, when the housing market was in bad shape. The average new vehicle loan is for 68 months, according to Experian, which tracks this stuff. Sub-prime borrowers, those with lousy credit scores, are borrowing over an average of 72 months, or 6 years.

While those loans limit monthly payments, they also hurt the buyer’s equity, or amount of the loan principal paid off. Rather, it expands more slowly than the vehicle depreciates. If the car gets stolen, or wrecked, or you really want to buy a new car while you’re upside down then it is a problem. This happens as the average retail price of a new car is near an extraordinary high of about $34K. Some of this increase is spurred by consumers’ preferences for bigger, fully equipped pickups, SUVs and such. The result is they borrow more to get the car they want. The average new vehicle loan was $29,880 in the 2nd quarter of this year.

Leasing is now at record levels of more than 30 percent of all sales, has grown increasingly popular. Already, especially in segments such as compact and mid-sized vehicles, used car values are dropping as a wave of three year old vehicles are returned from lease. This uptick in supply is forcing down the amount dealers are enthusiastically willing to pay for these at auctions. Ford CFO Bob Shanks told people that their Ford Credit segment cut its forecast for 2017 profits because due to drops in auction values for used cars. Moody’s, Standard & Poor’s and Fitch, have expressed some concern about the pattern. Their focus is on the $38B market for securities based on auto loans. These are bundled auto loans, similar to the groups of mortgages that fell in the 2008 crash of the mortgage bubble. History indicates borrowers are likely to remain recent on their car loans compared on their mortgage payments when the economy weakens. Banks can cars quickly versus a mortgage. Fitch says that delinquencies of over 60 days on sub-prime vehicle loans rose to 5% in September, the 2nd highest level since 2001, and higher than last year.” The full article is available here.

China is targeted because of their dumping that has hurt the U.S. steel industry & lowered steel prices around the worldwide. The tariffs against China have hindered the U.S. auto recycling industry tremendously. China had been overproducing & flooding the market & steel prices were far down. Scrap vehicle bodies were worth $60 to $70/GT, making it near impossible to earn any money.

China has begun imposing anti-dumping tariffs on various steel imports from the EU, Japan & South Korea, all of which has a domino effect on the American recycling industry. As the struggle goes on, more companies are working hard to ensure all metal bearing products end up being refined & recycled back into the economy.  The Aluminum Association’s Transportation Group (ATG) just released a study on auto aluminum suggesting recycling rate for end-of-life vehicles to be in excess of 90%. The purpose was to obtain a more quantitative grasp of the fate of auto aluminum at the end of its useful life.

Lastly, Olens suggests getting the car viewed closely by a mechanic. An article this week on Tech Crunch from Sarah Buhr tells us the following: “Maven, a car share company from General Motors, is cruising its way into San Francisco today. The proclamation made recently is one part of a further roll-out in several cities throughout the U.S., which began at the beginning of this year. A city-based car share service known as Maven City is currently available in (9) cities in the nation, along with Lyft’s new rental program Lyft Express Drive, which recently rolled out. GM has been associated with Lyft and added a $500M in funding. The major car maker supposedly was in discussions to purchase the rideshare company. Maven claims to have over 10,000 members & Lyft drivers have used Express Drive thus far, traveling millions of miles between them.

There are many ways to travel in SF, which include Bay – Lyft, Uber, MUNI and taxi service. Maven will also be in competition with older, established car-sharing outfits. Getaround has been in operation since 2009 and Zipcar — which was purchased by Avis — started in the year 2000. Maven rolled out a 1-way rental service for drivers to pick up a car in one spot and drive it to another without having to return it. But Zipcar has also been doing the same for a while. Maven thinks it will stand out in S.F among the tech crowd, using newer cars with technology that is fully connected car sharing bringing members to where they want to go. Li-Ion and Ni-Cd batteries didn’t reach the 80% disposal rate until after 11 or 15 years respectively. Alkaline batteries will last (15+) years. Also, the rate of which batteries are used in all consumer products is definitely increasing. As a result of this trend, the statistics will be different from what has been designed.

Over the next few years, the battery classification is going to change quite a bit in sales and mix. The amount of single-use batteries sold in the US is likely to decline, while rechargeable batteries are believed to surge. In 2014, the approximate split of battery sales by weight was 2/3 primary to 1/3 rechargeable. Some of the major trends include that as single-use batteries have a short lifecycle and are likely to be simply removed from a products, using sales volume in the market in calculation of the collection rate and recycling plan performance is fairly accurate. Three processes contribute to the overall aluminum metallic loss to the landfill after an automobile begins the recycling pipeline. These include shredding, downstream separation, and scrap melting. Process specific surveys were distributed to two types of material collection operations, vehicle dismantlers and downstream separation systems (DSSs), as well as metal recovery operations (i.e. alternate smelters and re-melters) in order to evaluate the percentage of aluminum metal unit loss & process material flow quantities through the entire recycling pipeline of the commodity.

The quantities of material pushed through the system that makes it to the entrance of a new life cycle is not equated to an input value to the PMFA system since ELVs and auto aluminum scrap are exported often and these values are not tracked & measured for the full market in the US. This study doesn’t use a mass-balance analysis. The volume of ELVs that retire on an regular basis is only employed here to determine the span of the market share of each survey respondent and the portion of the respondents as a whole. The recycling rates are calculated by combining a material collection rate with a yield of applicable measures to the material that processes through the individual steps in the recycling pipeline.” The complete story is available here.

The center in North Rome operates in the red, has limited personnel, uses inmate labor and is often unkempt, with trash scattered throughout the adjacent properties. There is talk about the trash on the streets brought on by the center. The NRCAC supports recycling and what it does to instill pride in our city, but is has become problematic to the property owners who want a nicer community. The NRCAC met recently and voted that the center needs to be relocated.

The NRCAC has presented concerns to the Solid Waste Commission. The cost, whatever it is, is far outweighed by the cost to the taxpayers in reduced home values in North Rome. Because new businesses may consider relocating in our community, like some have, the increased revenue should offset what is spent relocating the center. Who would want a recycling site within (2) blocks of where you live? Would you want to go out each day and see trash strewn and stacked outside where everyone can see it? We can continue the recycling initiative, as there is over $1.3M for the center in the 2013 SPLOST package yet to be used. The variation in products, up-and-down prices, and some dishonest members of the industry make it difficult to truly master this unique recycling niche. Recyclers who collect CC’s know the platinum-group metals have significant value once a cat specialist or refiner buys the unit, but it takes often closely held knowledge to uncover whether a single unit is worth $400 or a meager $5. Recyclers, muffler shops, and car dismantlers have been collecting and selling CC’s since they became common in the mid-1970s to reduce vehicle emissions. Traditionally these outfits will gather a container full of CC’s and sell them to a cat specialist, who pays the collector based on the estimated value of the load prior to cutting each unit open to uncover the valuable PGMs inside. Recyclers are trying to skip the cat specialist middleman and work directly with the refiner, who will pay them for the exact value of their CC’s.

Cutting out the middleman doesn’t always generate profits. More-knowledgeable folks still easily take advantage of less-knowledgeable players in the platinum-group metals market. Sellers must learn as much about CC’s composition as they can and work with trustworthy partners. Recycling the PGMs inside CC’s hasn’t changed much. In the first stage of the recycling chain are the suppliers: peddlers, muffler garages, auto dismantlers, scrapyards, and vehicle manufacturers with production scrap. They can either sell the CC’s to cat specialists who open the units to retrieve and sell the PGM itself, or some other arrangement.

When collectors sell their CC’s outright to a cat specialist, the buyer typically uses an X-ray fluorescence analyzing device to estimate the approximate levels of PGMs in order to determine what they pay the collector. A refiner separates the platinum, palladium, and rhodium into their raw forms. Although collectors who work directly with refiners believe they are receiving fair and accurate pricing, it is hard to know for sure. Jay Robie, CEO of Phoenix Group Metals & Phoenix Automotive Cores says there isn’t a secret method to gathering the correct information to succeed, but there are companies with solid reputations that are willing to play by the rules.

Of the three main metals in CC’s, platinum is usually the most valuable, with palladium nest. Newer CC’s often have higher amounts of it than platinum because of its lower material cost. Rhodium, a rare metal used as a hardening catalyst for platinum and palladium, is typically present also. The industry is hoping for better prices in the future, low prices from the past year still affect the way people buy, sell, and process CC’s today.”

The result is that rock aggregate (RA) has become costly and problematic to obtain in many sites. TDA has many benefits that make it an excellent option to rock aggregate for drainage projects. TDA has higher permeability than drain rock aggregate and is much lower weight. Rather than potentially stirring up environmental problems by mining or producing rock aggregate, usage of TDA reuses a scrap product and keeps junk vehicle tires out of landfills. TDA may perform better than rock aggregate and in most instances does so at a reduced cost. TDA has been used successfully as a substitute for RA in drain fields for over 20 years in numerous states including AR, CA, CO, GA, IA, KS, NM, NY, NC, SC, TX, VT, and Virginia.

The push for the use of TDA has been largely financail. Depending on the operation and transportation expenses, construction savings for drain fields can fluctuate 10 to 90% when TDA is used in place of RA. Because the density of TDA is about 1/3 of that of gravel, only 1/3 of the tonnage of TDA is needed for the same size drain field. Many reports have indicated the extensive biological activity found in TDA media leach fields. Generally, these studies have shown that TDA fosters a healthy population of bacteria & other organisms that offer active biofilm treatment of the organic portion of the leachate in systems. The design of a leach field structure is quite similar to a project using traditional rock or gravel. The primary difference would be shifting the design to account for the variance in the engineering properties of TDA.

After excavation to create trenches for the leach field, the TDA would be utilized as a substitute for RA backfill. Since the TDA treats wastewater, the material should be clear of any contamination that could merge into the surrounding soil or groundwater. A separation block is used in leach site construction between the RA and the soil. The barrier is often made of treated paper for conventional RA systems; however, because the protruding wires in TDA could tear the paper, geotextile fabric is a solid alternative.” The full report is available here.

TDA has inherently good properties as a business material replacement for traditional aggregates like gravel and pumice-style rock, due to having less weight, high permeability, and a less costly material.

The Society for Testing & Materials (ASTM) has outlined the practices for usage of scrap auto tires in civil engineering applications and describes the material as pieces of scrap tires that have a simple geometrical shape and are usually between 3-12” in size. TDA is made by treating tires with a shredder machine that uses rotating cutting shears and a conveyor and screening system. Shears (which have been sharpened) are needed to produce clean cuts without residual amounts of exposed wire. The 1st pass through the machine produces rougher shreds. Additional passes through the shredder and a screen system break the material down to smaller pieces. The overall principle holds that the smaller the material to be produced, then the more shredding is necessary. While there are many TDA vendors and many various process configurations, it is the responsibility of the user to ensure that the TDA material delivered meets the desired specs.

Coordinating with vendors to have steady supplies and compliance with the specs is a critical part of the project development process. Vendors usually produce a variety of shredded tire products to match demand and don’t typically maintain back-stock of material. A 2013 study by Rutgers RW Johnson Medical School in NJ checked for exposure to trace metals, semi-volatile organic compounds, and hydrocarbons from crumb rubber and the turf fibers. Researchers measured this against factors in virtual body fluids representing digestive fluids, lung fluids, and perspiration. They found that PAHs were routinely below detection limits, and SVOCs were too low to quantify. Some metals were detected, but researchers said the concentrations were low and likely wouldn’t cause health issues.

In 2013, ChemRisk led a review for the Rubber Manufacturers Association to gauge the health & eco-concerns associated with the use of recycled scrap rubber on playgrounds & sports fields. While some of the ingredients used in tire manufacturing are considered to be possibly hazardous to human health, the potential for an athlete or childs exposure is very low. After reviewing studies from both supporters and opponents of crumb rubber, ChemRisk concludes that no adverse human health are likely to result from reusing tire material.

Al Garver, president of the Synthetic Turf Council, says STC encourages the calls for more technical studies and testing. Auto recyclers & rubber manufacturers thin science is on their side. Over 70 independent studies conducted over the have offered clear evidence. Recently in Edmonds, WA, they put an 18-month hold on installation of new fields made with the rubber infill from scrap tires. Residents protested the local school district’s plans to take out the old grass field at a school and put in synthetic turf. Patrick Doherty, of the city’s economic development & community services, says new field construction was underway when people learned the new field would have this rubber infill, so laborers completed the project prior to the protests to stop the installation. Due to community concern, other such projects were halted. Communities and organizers have a right to weight their options whether to use crumb rubber or something else on their fields. Private title service outfits like Fry Auto charge an extra fee for services that customers could handle at their local county office. But Fry said her customers keep coming back, drawn to her shorter wait times and customer service.

The TX DMV Board is set to consider proposals to limit the fees charged by private titling companies. According to Fry, they cannot operate under this fee structure. Title service companies contract with county tax assessor-collectors and are deputized to perform functions usually handled by the counties. The industry only exists in Travis, Bexar, El Paso & Hidalgo county regions. They handle just 4% of all title & registration transactions state-wide. In 2013, the state Legislature ordered the DMV to figure how much private title firms deputized by counties should be able to charge for services. The DMV’s 1st proposal prevented the companies from charging a fee over $5 for registrations and $15 for title services. It invoked a flood of public response, including from some such businesses who said those limits were unreasonable. Bill Aleshire, a TX-based attorney who represents Fry’s Auto and ten other such firms says the rules would destroy these companies. He describes it as a state agency taking over local government & the private sector that has existed for years and worked fine. DMV officials also an alternative proposal in hopes of easing concerns.

The new proposal would heighten the cap to $10 for registrations & $20 for title activity. Jeremiah Kuntz, a director of the department says with those scenarios, those companies should be profitable; whether or not they choose to go out of business is still their decision. At a recent meeting, the board could choose to adopt the department’s original offer along with its new recommendations or make different changes. While they don’t make up a significant percentage of statewide services, private titling companies have a noticeable impact in the counties they operate in. Private title companies handle 20% of Bexar County’s registrations and 30% of the title work.

Along with working with the regulations on these title service companies, the DMV board will also begin to issue a proposal to establish a central web vehicle registration system for renewals run by the state instead of the counties. This proposal would also reduce prices for online registration renewals while increasing the cost of those done in person or via the mail. Several counties have expressed concern that the new online system will redirect funds from the county to the state. They also criticized the increase in the fee for in-person renewals or those submitted through the mail. Governor Abbott’s office expressed some of those concerns. The DMV originally proposed adding a $5 processing & handling fee to renewals done in person or via mail. The department recently put forth new suggestions that included dropping the fee by 25 cents. DMV officials cited Abbott as an agent in the change.”

In the July 11, 2016 edition of the WSJ, Andrew Ackerman posted a story titled ‘U.S. Regulator Flags Auto-Lending Risks’ with the following details: “A U.S. banking representative warned about growing credit risk in the automobile-lending sector, raising the possibility of fresh regulatory pressure in the area. The Office of the Comptroller, which oversees large national banks which includes many of the biggest banking firms in the U.S., highlighted the risks in its bi-annual report.

The OCC said auto-lending risk is heightening “because of notable & unprecedented growth across all types of lenders. As banks have fought for market share, some banks have gone with less stringent underwriting standards, the report said. The report indicated the role of indirect auto lending, in which banks offer cash to auto dealerships, who in turn lend to consumers. The report said indirect lending reflects “an area of significant fair lending risk” amid fast growth. Comptroller of the Currency, Mr. Thomas Curry had raised the red flag once before about auto lending, making an analogy between it and the mortgage crisis.

Automotive lending has spiked in recent years with historically lower interest rates, inexpensive gas and stronger consumer demand. Auto loans even performed pretty well during the financial crisis, which market observers have viewed as a sign that the loans are safe because even low income households must pay for transportation. This move has slowed an entire economic sector that’s long thrived. In the last 10 years Mexico received more than 7M used cars from the U.S.

The line of these clunkers at ports of entry in CA and TX has sparked chaos. Last month in Ciudad Juárez an angry group of importers blocked some commercial traffic coming into Mexico for a few hours. At a border crossing south of San Diego, the Tijuana Chamber counted as many as 4,000K waiting to enter. Eloisa Talavera, a Congresswoman the Mexican customs agency says the agency was tracking down on illegal imports— cars with values that are intentionally underestimated to avoid taxes or cars with fake emissions reports.

The Fronteras Desk contacted Mexican customs several times but didn’t get a response regarding why the agency had limited its hours and number of imports at the border, a move that’s negatively affected those who do business legally. Importers think customs is caving into pressure from the Mexican domestic auto manufacturing industry. In Mexico, new car sales are falling behind used car sales. While new car sales volume has remained relatively slow in Mexico over the last decade, auto manufacturing production has heightened in recent years. Today, Mexico is the area’s top auto exporter. Almost every significant brand has a factory there, such as Ford, Nissan and BMW. In the last (5) years Mexico exported 14M cars, mostly to the U.S. Eduardo Solis, president of Mexico’s Auto Manufacturer’s Association, says they are pressuring Mexican authorities to go after illegal car imports.

Solis says that too much trash from the U.S. ends up on our streets; if a car isn’t fit to be driven in the U.S., it shouldn’t be allowed on Mexico’s either. At a neighborhood body shop in Juárez, a worker repainted an imported Chevy Silverado. Other cars in the shop still had US registration stickers. Juan Flores, 2nd generation salesman, has been selling U.S. imports for many years. He says they make car ownership a reality for lower-wage Mexicans who don’t have access to lenders. Josh Baugh posted an article titled ‘Trash found in recycling bin will result in a $25 fine’ in the July 6, 2016 edition of the San Antonio Express News with the following info: “Over the past few days, the 300K+ residential customers of the city’s Waste Management Department have received letters explaining that they could face fines of $25 for placing trash in the blue recycling units. Residents who put trash in these bins could see fines in their monthly CPS Energy bills. There was some outrage on social media.

About 45% of the department’s customers now have green cans for organics, and rollout for that program will be completed by mid-2017. In order to become more environmentally responsible, the city has set a goal of diverting about 60% of waste from landfills by 2025. This means increasing the amount of the items which can be recycled. Organic materials like grass and tree branches go into the green carts (you can also put cardboard boxes in there). Those organics are turned into mulch. Plastics, papers and others with the “recycle” emblem go in the blue cart. Trash that can’t go in the blue or green carts goes into the brown. Like your hypodermic needles, full bags of trash, dirty diapers etc. The people in charge of sorting recycling materials from the blue carts have found several shark heads and deer carcasses. The sorting crews are also pulling hundreds of lbs. of dirty diapers each hour from the recycling stream. About 23% of the recycling items are contaminated, and the city wants to be at less than 15%.

Waste-management workers have been trying to educate residents on which bin to use for these discarded items. Councilman Rey Saldaña says the city has taken the “carrot-and stick” approach in attempting to reduce recycling contamination — which both spoils loads of otherwise recyclable material & poses health hazards for the employees sorting the trash. The councilman says the issue isn’t relegated to a certain side of town — it seems to be occurring everywhere. Inspection teams have been working to identify problem carts & inform their owners. They will be getting a warning in the form of a hang-tag on the bins. Inspectors will then re-check whether the problem persists. If they’re repeatedly using their blue carts for improper items, then they will document the infraction — with pictures and a letter. Fines will be added on to monthly bills.

City leaders say they’re not targeting the customers who accidentally place the wrong kind of plastic in the carts. They’re going after the people who are dropping loads diapers, animals and other items that clearly are not recyclable. Some people have stated they won’t pay a fine for items that someone else may place in their bins after placed on the curbs. Tiffany Edmonds, a spokesperson for the waste department, suggests that people who are concerned that this may occur should put their trash out on the morning of their pickup. The $25 fines won’t generate much revenue for the department, Edmonds said. The fines cover the costs of sending out a garbage truck to pick up the contaminated loads.. Saldaña said he knows people will make occasional mistakes. Occasionally, we’ll put something in the wrong bin. Those people should not expect to be ticketed.” The full story is available here.

The problem is that diesel engines added cost to the purchase price of the car — for a Jetta, it was about $2,500. Diesel powered Peugeots and Hyundai’s have been leading drivers all over the world down this path for decades, focusing on CO2 emissions and MPG. Some of the particulate matter that the diesel powered cars emit aren’t eco-friendly. France is slowly beginning to phase out diesel cars, and the mayor of London thinks that an additional tax for diesel vehicles is a good idea because of the pollution. Based on the performance and mpg of the 2016 Passat and Jetta, my guess is that the diesel-powered VWs (and other brands) are going to stop making sense by mid-2017.”

This raid was covered by reported by media outlets, including RT. Hendrix and its owners recently were cleared of the charges, and more than (2) years later Hendrix has announced an agreement with the city and state designed in part to help the firm restore its reputation. According to attorneys with Simpson P.C., Hendrix accepted $180K from the city of Phoenix & the state of Arizona in order to settle a suit the organization filed after no charges resulted from the raid.

The raid was part of an sting of regional salvage yards known at the time as “Operation Tin Man.” Authorities raided the salvage yards in 2013, charging some staff for allegedly trafficking in stolen property. Officers seized bank accounts and equipment from Hendrix, and law enforcement authorities alerted regional media outlets in advance so they could publicize the raids. Authorities later conducted a press conference to make criminal allegations against some Hendrix family members.” According to their attorneys, investigators got it wrong. No criminal charges were ever filed against owners Lyle or Ronnie Hendrix nor against any Hendrix Salvage Company employee. All of Hendrix’ seized equipment & accounts were ultimately brought back to the firm in 2014.

Hendrix Salvage is a commercial auto recycler that has been doing business in the area for more than 15 years and always had been a friend to the PD and the community. The investigators should have just talked with us instead of rushing in with guns & taking everything. The state began forfeiture proceedings in January 2014, but those ended with a dismissal and the property being returned. Recycled junk tires from cars can be shredded up and used in asphalt for roads or in other various manufactured products—even as fuel for energy. When dumped as litter in the local areas, they pose both a fire risk and a human health risk as they become a fertile area for mosquitos to breed.

Governor Rick Snyder’s program to double the state’s residential recycling percentage to 30%. They fund types of projects that provide future uses for old tires: Road projects are now using rubberized asphalt in construction & repair projects to Michigan roadways. Rubber-modified asphalt creates a pavement that is designed be longer-lasting and provide better noise reduction and skid control and visibility in rain and snow. Scrap auto tires used in construction-related projects must come from MI sources.  Research and development is underway to determine better ways to use scrap tire rubber into asphalt and concrete, improving the performance of the materials. Equipment-related developments are escalating for using scrap tires, and find new ways to create several commodities from scrap tires and increasing current product generation. According to Rob Klee, commissioner of the state Department of Energy & Environmental Protection, The CT Hydrogen & Electric Automobile Purchase Rebate (CHEAPR) program is getting $1M.

Klee says it’s the perfect time to think about the advantages offered by EVs. One of the larger advantages is the rebate available which offers up to $3K for those who buy or lease an eligible vehicle. Without the new funding, the CHEAPR program was projected to run out of money by July. The CHEAPR program was launched in May 2015 using state funds as part of an agreement to allow Northeast Utilities to merge with MA-based NSTAR and form what is known as Eversource Energy. A 2nd wave of money from the state’s merger agreement with the utilities was in addition to the incentive program.

Since its launch, the program delivered just over $1.5 million for the purchase or lease of over 600 new vehicles. A total of 159 fully electric vehicles such as the Nissan LEAF, as well as 467 plug-in style cars that have range extending or hybrid capabilities such the Chevy Volt were sold. David Stevens, owner of Stevens Ford, said he was pleased to hear that CT was offering additional funding to the program.  Stevens Ford is one of the many dealers offering vehicles in the program.

Rich Ogurick, chairman of Cheshire’s Energy Commission, says locating a charging station, which has outlets for (2) vehicles, was difficult. Eric Richter, VP of Property Management for Philips Edison, said they plan to install fifty of these in the next year. Richter says that those who already have EVs can recharge their cars at zero cost for the next (3) years if they use the station outside Big Y.

The incentive program is administered through the EVConnecticut, an agreement between DEEP and the state DOT. The vehicle rebates from the CHEAPR program function on a sliding scale. The maximum rebate amount of $3,000 is available for lease or purchase of EVs with the best battery capacity. Other offerings include $1,500 and $750 for electric vehicles that travel shorter distances. On June 1, 2016 an article titled ‘Abandoned vehicles litter roadways’ by Nancy Cook was posted on West Hawaii Today with the following information: “Abandoned vehicles dumped on the sides of Mamalahoa Hwy & elsewhere across the island are slowly disappearing, thanks to a new contract signed by Hawaii County. The news is a huge relief to Shirlee Shumway, who for six months has noticed many cars beginning to appear on the roadside. The county began tagging the abandoned vehicles, then removing them. Individuals were stripping the valuable components from the cars at night. According to Shumway, one car, covered in a silver tarp, had been on the Mamalahoa Highway, for 10 months. The car had no engine and wasn’t parked on private property–the tarp was old & held in place by lava rocks.

A decrease in scrap metal prices & the loss of markets in China over the past year contributed to a drop in county recycling efforts. But county Environmental Director Bobby Jean Todd says the new contracts with haulers are moving the cars off the roadside & onto county property. The cars collected by a contracted junk hauler are sold at auctions or they’re held at the county’s (2) car yards to be sent off for recycling. Haulers receive between $58 and $75 per car, plus $4.50 to $7.50 a mile to transport the abandoned vehicles. Manufacturers have introduced lighter materials, turbo engines, new transmissions, additional smaller engines and more aerodynamic options. These improvements may still fall short of the administration’s projections.

In the US, the fuel economy for all cars and light trucks from the 2014 model years was 24.3 mpg, according to EPA, using the mileage estimates. But for CAFE purposes, the average for 2014 was about 31 MPG after all the regulatory credits and adjustments were considered. The good news: That 24.3-mpg average is the highest level recorded, up by about 26% since 2004. The not-so-good news:  it was the same from the 2013 model year. That’s because fuel prices began their large decline through 2014. Since then, predictably, buying patterns dwindled among small cars, hybrids & electric vehicles and toward SUVs & trucks. This has slowed the fleet-wide progress even as most cars have become more fuel efficient.

One reason consumers choose gas-powered engines over alternative powertrains, such as hybrids, is that gas-powered engines have become more efficient. But another reason, according to the Safe Climate Campaign, is the $15B in advertising spent from the auto industry that year.

Chrysler has been Tesla’s biggest customer. At first glance, it may seem peculiar to have Chrysler buyers subsidize the purchases of Tesla’s $100,000 luxury cars, but that’s the way CAFE is designed to work. The idea is to penalize companies that sell less-efficient vehicles, reward innovation, and reduce the price of cleaner, more efficient cars.

The standards require fuel consumption and emissions to fall by about 50% of 2012 levels by 2025. When mid-term review of CAFE begins this summer, automakers are expected to seek credits for safety improvements, such as autonomous braking, which, in theory, will prevent accidents, reduce congestion and thus save energy & limit emissions. Environmentalists want tougher rules. Would it be easier to impose a price on carbon or raise gasoline taxes? This would steer consumers to buy more efficient cars, drive less and walk, bike or take public transport instead. By contrast, CAFE doesn’t account for the so-called “rebound effect”, that some efficiency gains are offset by more usage. If cars are at 40 MPG, that people would drive more.”

Ford started working with several companies, suppliers & colleges and universities in 2013 to find uses for captured CO2. Among them is Novomer, a NY-based company that uses carbon dioxide captured from its manufacturing plants to produce materials. Through a unique system of conversions, Novomer delivers a polymer than can be constructed into a variety of recyclable materials including foam & plastic. Plastic-related manufacturing accounts for nearly 4% of the world’s oil use, according to an organization known as the British Plastic Federation. Ford says it hopes this new bio-plastic will help obtain the better long-term goals to minimize global warming set in the Paris climate agreement. The automaker uses various sustainable materials in its production. In North America, soy foam is already used in every Ford vehicle. She dealt with a damaged catalytic converter, a bad transmission, and then again leaks in the new transmission. Frustrated, Ms. Hart complained to the Better Business Bureau.

This car was (8) eight years old; however, according to Dan Blinn with a Consumer Law Group, the dealer is required to conduct a comprehensive safety check and give the customer certification as such. Blinn says if dealers fail to provide this documentation, it is considered an unfair trade practice, subject to a $500 fine. GM says that while all its sites recycle their water bottles, for this project, the bottles collected at five sites are now funneled into its DYP project, where businesses collaborate to give them a 2nd use in life. The air-filtration components are used in GM facilities to protect the quality of the air; and the insulation goes into coats that transform into sleeping bags.

John Bradburn, GM global manager of waste reduction say viewing waste as a valuable resource that can be plugged into your operations or products is great. He is rethinking the process and finding more sustainable ways to manufacture products & contribute to communities. GM says that sourcing recycled material provides the same costs while also saving energy & reducing waste.

Each partner engaged in this project brings specific capabilities. Hamtramck Recycling bails the plastic bottles. Clean Tech Inc. washes them and converts them to flake. Unifi Inc. turns the bottle flake into a resin. Palmetto Synthetics takes the resin to create fibers and William T. Burnett & Co. processes the fibers into various types of fleece, serving all several applications.

  • Rogers Foam Corp. cuts the fleece and attaches it into the nylon pad for the Chevrolet Equinox engine. The component helps deaden engine noise to deliver a quiet ride.
  • Filtration Services Group works with New Life Center, a nonprofit, to make the panels for air filtration, which is then sent to GM facilities.
  • The coat insulation is sent to Carhartt, a workwear company, to be cut to size.

GM uses recycled content in many of its vehicles. An article posted on Waste Dive on April 8, 2016 by Arlene Karidis titled ‘Ohio squashes $100M recycling facility deal with Team Gemini’ informed us of the following: “The Solid Waste Authority of Central Ohio (SWACO) has canceled a $100M initiative that would have brought a new recycling facility and a waste-to-energy site to Franklin County. Team Gemini, a Florida-based outfit, who was to build the facility, reportedly defaulted on rent and has suspended the project.

The plan, in the works for three years and slated for completion in June, called for Team Gemini to receive and buy recyclables from SWACO, sell them, and send the balance to a landfill. In addition to the rent problem, there were other concerns including the feasibility on this size or scale. Ty Marsh, SWACO’s executive director, says that SWACO has taken possession of the property and is working to figure out a plan.

Deals are made and deals fall through, especially with capital-intensive projects dependent on tough recycling markets. Even existing MRFs are shutting down—including those owned and operated by industry giants like Waste Management. This has been an industry trend for over three years, with devalued materials and higher operating costs driving the plant shut downs. In Ohio, Team Gemini couldn’t raise the money to build the large facility. Mr. Marsh further said that the failure of the Gemini project in no way diminishes interest in leveraging the waste that’s generated in Franklin County for greater economic opportunity. SWACO will continue to work to extend the Franklin County landfill’s life without expanding its size—a goal that the Authority set fairly recently, but now may have trouble achieving.” Additional details on this issue are available at this link.

Down a couple more blocks is a house that has been badly in need of a paint job for years. Drive around some more in the community and you see a surprising number of residential neighborhoods with cars parked in yards. We don’t remember it being quite as prevalent as it is today. Maybe they knew their neighbors better and were more respectful of not being the one responsible for making a neat and well-cared-for block look junky. But cars aren’t the only problem. Some yards have dilapidated sheds with holes in them and broken doors providing great habitat for feral cats and rodents. Others yards are strewn with a wide assortment of junk.

The problem of broken down, dilapidated buildings isn’t a one isolated to residential areas. There are a few in the downtown area as well. Buildings needing paint, a building with the metal roof caving in, and others just simply in need of some attention to take them from looking run down to passable are a few of the problems that need correcting. According to Doug Griffiths and Kelly Clemmer, if you want to ensure that your community fails, then you have to make sure you don’t paint. Of course, painting isn’t the only factor included in this concept – it encompasses anything that may beautify your community such as sweeping, cleaning, planting flowers, mowing grass, picking up garbage. We are struggling as a region to attract people to come and live here. But while we will go to extraordinary lengths to get a new business land, buildings and financing to help them get started or expand, we need to do a much better job of making this a community that looks like a really nice place to live. Communities are often judged by first impressions. As people drive around your town, they make judgments not just about what it has to offer, but also about how it looks. It doesn’t take many rundown homes, yards full of junk, or cars parked in yards for the people driving around to say, I wouldn’t want to live next door to that!

At that point, you have likely blown your opportunity to maybe bring a young family of four to town. The employer who was hoping to fill a vacancy with a well-qualified person has lost him or her to another community. They won’t be buying a home; they won’t be going to the local grocery story; they won’t be buying goods at the local hardware store; they won’t be visiting the local medical clinic; or helping the local school district out with the $7K in state funding each of their children represents –funding that helps maintain classroom teachers. In the coming weeks it’s likely that those who have let their yards become an eyesore are going to be getting ticketed.

If our current ordinances don’t address the problem of cars parked in yards, then we hope they pass one. This law can also address campers. Not everyone is going to be happy with the council’s efforts. Some are going to be angry about it; some think that local government has no business telling them to clean up their yard or where to park their vehicles. But Benson’s council does have an interest in ensuring property owners meet a minimum standard for cleanliness & appearance. Health issues, protecting the value of properties in a neighborhood, as well as helping spur economic development are all good reasons to enforce these standards. We certainly support and appreciate the direction the council is taking on making the community a more attractive place to live.”
